JOSEPH COUNTY <br />Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: July 10, 2024 <br />Application Number: 2024-0613 <br />Property Location: 65014 State Road 931 <br />Architectural Style/Date/Architect or Builder: <br />T-Plan / 1902 / <br />Property Owner: Amber and Amparo Martinez <br />Landmark or District Designation: Local Landmark, <br />Ordinance #80-77 <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/SITE: One and a half story brick t-plan schoolhouse. Fish scale shingled <br />gables with 1/1 windows. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />Deconstruct the structure and salvage the bricks and other materials for donation or use in a future project. <br />STANDARDS AND GUIDELINES: <br />Demolition: Page 38. <br />SITE VISIT REPORT: N/A <br />STAFF RECOMMENDATION: Due to years of neglect by previous property oweners, the main and second <br />floors of the structure have fallen into the basment. The roof has several holes and is slowly collapsing. The struc- <br />ture currently sits on an easement granted to AEP (I & M electric) for the placement of power transmission lines. <br />Due to the transmission lines passing over the structure, no use of the struture is permitted. Quotes for relocat- <br />ing the structure on the property outside of the easement are beyond reasonable and would create an economic <br />hardship for the property owner. Should the building be lef tin place, it would create an economic hardship for <br />the property owner by having to restore and maintain a struture they could not use.
