Soils and Water Table Review Requireanent Ordinance <br /> Page 3 <br /> (2) Maps depicting wetlands <br /> (3) Maps depicting floodplains and compliance with § 6-38 and § 6-39 of the <br /> South Bend Municipal Code <br /> (4) Maps depicting drainage basins/watersheds <br /> (c) The Building Commissioner, or his/her authorized designee, shall confirm and <br /> maintain in his/her office, which shall be used as part of the building permit process, all <br /> locations within the city limits which have ground water withdrawals of one-half(1/2) million <br /> gallons per day or more. These areas are considered large ground water withdrawal areas and <br /> may include but not be limited to any municipal water supply, mine dewatering, or any business, <br /> industry, or other activity where such large ground water withdrawals are taking place. Said <br /> locations shall be listed by name, locations and date when such large ground water withdrawals <br /> began.a <br /> (d) In the event that there are any confirmed operations which have large ground water <br /> withdrawals, the Building Commissioner, in conjunction with the Director of Public Works, shall <br /> calculate what the water table would be in the subject area if such large ground water <br /> withdrawals are curtailed, including calculations for any seasonal adjustments. Based on those <br /> calculations, they shall have the authority to make as condition(s) of a building permit being <br /> granted, any of the following: <br /> (1) Soil boring data at completion of boring, and at 24 hours after completion of <br /> boring which is recorded on boring log in low permeability soils such as silts <br /> and clays. Artesian pressure and seepage zones, if encountered, must also be <br /> noted on the boring log. <br /> (2) Relocation of the proposed building; <br /> (3) Elevation requirements; <br /> (4) Denial of a basement in the building; <br /> (5) Subsurface drainage system; <br /> (6) Drainage system around the exterior walls; <br /> (7) Drainage system under the basement floor; <br /> (8) Sump pumps with back-up power supplies <br /> The Building Commissioner, or his/her authorized designee may deny the requested permit <br /> pursuant to the authority granted in Section 6-4.4 of this Chapter. <br /> The Indiana Department of Natural Resources(DNR)maintains ground water data going back to 1935. <br />
