INTER-OFFICE MEMORANDUM

DEPARTMENT OF PUBLIC WORKS
DIVISION OF ENVIRONMENTAL SERVICES

TO: Members of the Board of Public Works
Michael Schmidt, Assistant City Attorney Public Works
Theresa Heffner, Clerk of the Board of Public Works
FROM: Jacob M. Klosinski, P.E., Assistant City Engineer
SUBJECT: Agenda Request – Reject Bids
123-032 CSO 22 Structure Improvements
(PROJ00000433 / PR-00033373)
DATE: July 1, 2024

The Board of Public Works opened public bids for Project No. 123-032 CSO 22 Structure
Improvements at its meeting on June 11, 2024. HRP Construction and Selge Construction
Company each submitted responsive and responsible bids. The Division of Engineering has
reviewed the subject bids and found both contractors documentation to be complete. All responsible
bidder ordinance documentation has been received and the bidders also met good faith efforts for
MBE goals and WBE goals for the subject bids. However, both bids exceeded the available budget
for the project.

The Bids Ranked as follows:

BID SUMMARY – BASE BID
Bidder / Vendor BASE BID
1. Selge Construction Company, Inc. (Niles, Michigan) $3,510,520.50
2. HRP Construction, Inc. (South Bend, Indiana) $5,570,000.00

Recommendation – Reject All Bids and Return All Bid Bonds

Public Works, Engineering, and Wastewater personnel have reviewed the subject bids along
with engineering consultant Commonwealth Engineers. All reviewers came to the same
conclusion that all bids exceeded the Engineer’s Estimate of Probable Construction Costs for
the project and exceeded the City’s budget for the project. The project cannot be awarded.

Public Works will continue to review the project for value engineering opportunities and will also
consider including the project with the work for the Randolph-Sampson Primary Treatment
Basin project. Public Works is also working to secure easements for the future project and will
continue to work with the property owners to obtain easements for the CSO 22 Structure
Improvements project.

Funding for this project was provided through Sewage Works Capital – Wastewater Capital,
Account 642-06-605-514-442005.

For questions regarding the award recommendation, contact Jacob M. Klosinski (Ext. 9496) at
the Division of Engineering.
