Klosinski, P.E., Assistant City Engineer <br />SUBJECT: Agenda Request – Reject Bids <br />123-032 CSO 22 Structure Improvements <br />(PROJ00000433 / PR-00033373) <br />DATE: July 1, 2024 <br /> <br />The Board of Public Works opened public bids for Project No. 123-032 CSO 22 Structure <br />Improvements at its meeting on June 11, 2024. HRP Construction and Selge Construction <br />Company each submitted responsive and responsible bids. The Division of Engineering has <br />reviewed the subject bids and found both contractors documentation to be complete. All responsible <br />bidder ordinance documentation has been received and the bidders also met good faith efforts for <br />MBE goals and WBE goals for the subject bids. However, both bids exceeded the available budget <br />for the project. <br /> <br />The Bids Ranked as follows: <br /> <br />BID SUMMARY – BASE BID <br />Bidder / Vendor BASE BID <br />1. Selge Construction Company, Inc. (Niles, Michigan) $3,510,520.50 <br />2. HRP Construction, Inc. (South Bend, Indiana) $5,570,000.00 <br /> <br />Recommendation – Reject All Bids and Return All Bid Bonds <br /> <br />Public Works, Engineering, and Wastewater personnel have reviewed the subject bids along <br />with engineering consultant Commonwealth Engineers. All reviewers came to the same <br />conclusion that all bids exceeded the Engineer’s Estimate of Probable Construction Costs for <br />the project and exceeded the City’s budget for the project. The project cannot be awarded. <br /> <br />Public Works will continue to review the project for value engineering opportunities and will also <br />consider including the project with the work for the Randolph-Sampson Primary Treatment <br />Basin project. Public Works is also working to secure easements for the future project and will <br />continue to work with the property owners to obtain easements for the CSO 22 Structure <br />Improvements project. <br /> <br />Funding for this project was provided through Sewage Works Capital – Wastewater Capital, <br />Account 642-06-605-514-442005. <br /> <br />For questions regarding the award recommendation, contact Jacob M.
