REGULAR MEETING AUGUST 27, 2001 <br />A check of the Agency's maps indicates that no public wells, flood hazards, wetlands or <br />environmental hazard areas are present. The site plan is preliminary. The City Engineer will require <br />a drainage plan at the final site plan stage. The Area Plan Commission, at its meeting held on July <br />17, 2001, sent this petition to the Council with a favorable recommendation subject to a final site <br />development plan. The proposed rezoning is not out of character with the surrounding area, and will <br />allow for the expansion of an existing local business. <br />Mr. Sean Pierre Trotter, 2305 Kenwood Avenue, South Bend, Indiana, made the presentation for this <br />petition. <br />Mr. Trotter informed the Council that his family has been in business for thirty -five (35) years and <br />with this new expansion they will bring six (6) to seven (7) new jobs to the area. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />Mr. Rod Taylor, 720 West Grove, Mishawaka, Indiana, advised that he works for Stanz Food <br />Service and sells food to Frankie's Barbeque Restaurant. He stated that the restaurant could use a <br />renovation of the building. Mr. Taylor spoke to Mr. Trotter's character saying his words are true and <br />his heart is good. <br />Mr. Michael James Clark, Jr., 1121 North Olive Street, South Bend, Indiana, stated that Frankie's <br />has been a part of everyone's family and he needs to make the restaurant bigger and hire more <br />people. He noted that the restaurant is a landmark and a tradition as well as a vital focal point of that <br />section of town. <br />Ms. Janice Hall, no address given, advised that Mr. Trotter helped her open up a Frankie's in Niles, <br />and he needs to expand in order to get people in and out. She noted that Mr. Trotter is a caring <br />person and she asked that the Council give him the opportunity to rezone and expand his business. <br />Mr. Steve White, 1606 Johnson, South Bend, Indiana, stated that Mr. Trotter has a strong character <br />and is an excellent businessman. The expansion is needed to improve customer service. Mr. White <br />asked the Council to give this rezoning their positive approval. Mr. White also noted that he <br />supports Mr. Trotter's request for rezoning at 1512 Liston. <br />Ms. Jan Kimbro, owner of JKP Printing, 1701 West Linden, South Bend, Indiana, stated that she <br />supports this expansion. She noted that Mr. Trotter has made improvements to the neighborhood <br />as well. <br />There being no one else present wishing to speak to the Council either in favor of or in opposition <br />to this bill, Councilmember Coleman made a motion for favorable recommendation to full Council <br />concerning this bill as substituted. Councilmember Varner seconded the motion which carried by <br />a voice vote of nine (9) ayes. <br />BILL NO. 50 -01 PUBLIC HEARING ON A BILL AMENDING THE <br />ZONING ORDINANCE FOR PROPERTY LOCATED AT <br />1512 LISTON IN THE CITY OF SOUTH BEND, INDIANA <br />Councilmember Kelly made motion to consider the substitute version of this bill. Councilmember <br />Coleman seconded the motion which carried by a voice vote of nine (9) ayes. <br />Councilmember White reported that the Zoning & Annexation Committee met on this bill and sends <br />it to the Council with a favorable recommendation as substituted. <br />Mr. Jeff Myers, Staff Planner, Area Plan Commission, Room 1140 County -City Building, South <br />Bend, Indiana, presented the report from the Commission. <br />Mr. Myers advised that the petitioners are requesting a zone change from "A -1" Residential, "A" <br />
