REGULAR MEETING MARCH 12, 2001 <br />Mr. John Byorni, Assistant Director, Area Plan Commission, Room 1140, County -City Building, <br />South Bend, Indiana, presented the report from the Commission. <br />Mr. Byorni advised that the petitioner is requesting a zone change from "A" Residential, "A" Height <br />and Area to "C" Commercial, "F" Height and Area to allow for an employee parking lot. The <br />property currently is vacant. Access to the site is from Main Street. The total site to be rezoned is <br />nine thousand nine hundred (9,900) square feet. Of that, the parking and drives will occupy eighty - <br />nine percent (89 %) of the site and eleven percent (11 %) of the site will remain as open space. The <br />site plan is preliminary. This rezoning would allow an expansion of an existing parking lot which <br />is located to the north and south of this property. Mr. Byorni noted that the Area Plan Commission <br />conducted a Public Hearing on February 20, 2001 and sends this petition to the Council with a <br />favorable recommendation, subject to a final site plan. <br />Mr. Bruce Bancroft, Attorney at Law, Barnes & Thornburg, 600 1St Source Bank Center, 100 North <br />Michigan, South Bend, Indiana, representing the Petitioner, Memorial Hospital of South Bend, made <br />the presentation for this bill. <br />Mr. Bancroft indicated that Memorial Hospital of South Bend, Inc. is requesting this zoning change <br />in order that the property may be used as a parking lot by Memorial Hospital employees. Mr. <br />Bancroft noted that the hospital owns the property on both sides of this parcel. He also advised that <br />the houses that were located on this property were offered to the Historic Preservation Commission <br />and the Park Avenue Neighborhood Association before they were demolished and neither accepted <br />the offer. <br />Councilmember Coleman advised, for the record, that he has a relationship with Memorial Hospital <br />but it does not pose a conflict of interest. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />bill, Councilmember Aranowski made a motion for favorable recommendation to full Council <br />concerning this bill. Councilmember Kelly seconded the motion which carried by a voice vote of <br />nine (9) ayes. <br />BILL NO. 4-01 PUBLIC HEARING ON A BILL AMENDING THE <br />ZONING ORDINANCE FOR PROPERTY LOCATED AT <br />109 S. ST. LOUIS AND 616 E. WASHINGTON IN THE <br />CITY OF SOUTH BEND, INDIANA <br />Councilmember White reported that the Zoning & Annexation Committee met on this bill and sends <br />it to the Council with a favorable recommendation. <br />Councilmember Coleman made a motion to consider the substitute version of this bill. <br />Councilmember Varner seconded the motion which carried by a voice vote of nine (9) ayes. <br />Mr. John Byorni, Assistant Director, Area Plan Commission, Room 1140 County -City Building, <br />South Bend, Indiana, presented the report from the Commission. <br />Mr. Byorni advised that the petitioner is requesting a zone change from `B" Residential, `B" Height <br />and Area to "PHC" Professional/Health Care to allow for general offices, a fitness center for <br />employees and storage, and record retention supporting their adjacent corporate offices. The <br />property contains a vacant office building and a residential structure. Access to the site is from both <br />Washington Street and St. Louis Boulevard. The total site to be rezoned is twenty five thousand two <br />hundred sixty five (25,265) square feet. Of that, buildings will occupy eighteen per cent (18 %) of <br />the site, the parking and drives will occupy sixty -five per cent (65 %) of the site and seventeen per <br />cent (17 %) of the site will remain as open space. The site plan is preliminary. <br />
