HISTORIC PRESERVATION COMMISSION OF SOUTH BEND AND ST. JOSEPH COUNTY STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> <br />Date: June 6, 2024 <br />Application Number: 2024-0506 <br />Property Location: 60413 Sumption Trail <br />Architectural Style/Date/Architect or Builder: c. 1832 / Federal <br />with Italianate back addition and Greek Revival porch. <br />Property Owner: Christopher Kramer <br />Landmark or District Designation: Local Landmark (Ordinance <br />#92-1975) <br />Rating: Outstanding <br /> <br /> <br /> <br />DESCRIPTION OF STRUCTURE/ SITE: The building is a two-story rectangular plan brick home with two <br />rear additions, clad with clapboard. It features a gable roof with a medium pitch. The front entrance is framed <br />inside a Greek Revival porch and features an 8-paned transom window and 4-paned sidelights on either side. <br />The second story windows are original 9 over 6 sash windows, while the 1 over 1 sash windows seen on the <br />first story are not original to the building. Sills and lintels are of stone. <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br /> <br />Replace the four, first story windows on the front elevation of the house with custom, wood double-hung <br />sashes to replicate the original windows visible on the second story. <br /> <br />STANDARDS AND GUIDELINES: <br /> <br />Windows: Pages 29-32. <br /> <br />SITE VISIT REPORT: The date of the windows on the first-floor is unknown. The lower rails of the lower <br />sashes have deteriorated, and the windows are not functional. Mr. Kramer wishes to have the replacement <br />windows built from the existing sashes of the first-floor windows. <br /> <br />STAFF RECOMMENDATION: The first-floor front façade windows are not original to the house and are not <br />in keeping with the style of the original windows. The replacement of these lower windows with windows <br />built from the old sashes and replicating the original windows, would constitute positive improvements to the <br />preservation of the property.
