ORDINANCE NO. 7297 -84 <br />AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY <br />OF SOUTH BEND, INDIANA, AMENDING CHAPTER 2, <br />ARTICLE 1, SECTION 2 -2 OF THE MUNICIPAL CODE OF <br />THE CITY OF SOUTH BEND, INDIANA COMMONLY KNOWN <br />AS THE ADOPTION OF RULES AND REGULATIONS BY THE <br />COMMON COUNCIL AND POWERS THERETO. <br />STATEMENT OF PURPOSE AND INTENT <br />During the past few weeks there has been considerable confusion <br />over the right of an out -going Common Council to make appointments <br />to various Boards and Commissions which would take effect the <br />following calendar year. <br />The following Bill is introduced in the hope of clearly <br />addressing this issue by placing all such appointments with the <br />Common Council which takes office and calendar year for which the <br />appointment (s) begin. <br />This Bill is believed to be in the best interest of the City <br />and for the improvement of the internal operations of the Common <br />Council. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the <br />City of South Bend, Indiana, as follows: <br />SECTION I. Chapter 21 Article 1, Section 2 -2 of the Municipal <br />Code of the City of South Bend, Indiana is amended by the addition <br />of new paragraph (m) which shall read.as follows: <br />Sec. 2 -2 Adoption of Rules and Regulations by <br />The Common Council and Powers Thereto. <br />(m) All Council appointments to various Boards, <br />Commissions, and Committees shall be made <br />by the Common Council which takes office the <br />calendar year for which the term (s) for such <br />initial or renewal appointments (s) beg"n, <br />except as provided by Section 2 -10 regarding <br />citizen appointments to Standing Committees <br />of the Common Council. <br />SECTION II. Chapter 2, Article 1, Section 2 -10 (c) of the <br />Municipal Code of the City of South Bend, Indiana, is amended to <br />read as follows: <br />(c) Citizen Members shall be appointed by the <br />Chairman of the Standing Commitee. .majer$ty <br />of -t ie- eemmen- eeufle + -- In making such appoint- <br />ments the Chairman eeei'neii shall assure that the <br />citizen members are broadly representative of the <br />South Bend Community. <br />SECTION III.
