The <br />project covers the demolition and backfilling of the former South Bend Medical Foundation <br />building located at 531 N. Main Street. <br /> <br />Seven bids were received, with a summary of the bids as follows: <br />Contractor Bid Price Met Responsible <br />Bidder Ord.? <br />Met M/W goals? <br />Dore & Assoc. $1,492,700 No Neither goal met. <br />MRD Group $1,763,000 Yes Both goals met. <br />Sabre Demo $1,873,000 No MBE met, no WBE. <br />Renascent $2,338,000 Yes Both goals met. <br />Green Demo $2,398,880.80 Yes Both goals met. <br />Walsh Constr. $2,932,000 Yes Both goals met. <br />Adamo $3,199,000 Yes MBE met, no WBE. <br /> <br />The low bid from Dore & Associates did not include any Responsible Bidder paperwork. They <br />did not include the required application form, nor the supporting documentation. Dore & <br />Associates also neglected to meet either the MBE (1.4%) or WBE (4.7%) goals. The low bid <br />must be rejected as non-responsive. <br /> <br />The second low bid from The MRD Group is able to meet the requirements of the Responsible <br />Bidder Ordinance and did meet both the MBE and WBE goals. They neglected to include a <br />signed copy of Addendum 2 in their bid package but were able to provide a signed copy upon <br />request. It is the opinion of the City that this exclusion did not create any unfair advantage. The <br />second low bid from MRD Group is complete and responsive. <br /> <br />I recommend award of the Demolition of South Bend Medical Foundation (#123-076) to The <br />MRD Group, in the amount of $1,763,000.00. Funding is available through PR-00032530. <br /> <br /> <br />
