I have <br />reviewed them and found them correct. <br /> <br />The bidders are summarized as follows: <br /> <br />Bidder Division A Division B Alternate 1A Total <br />(A+B+1A) <br />Selge <br />Construction Co., <br />Inc. <br />$1,001,981.75 $267,354.50 $452,613.50 $1,721,949.75 <br />HRP Construction, <br />Inc. $1,254,159.00 $215,841.00 $543,000.00 2,013,000.00 <br /> <br />Indiana Finance Authority Disadvantaged Business Enterprise Forms were required due to the <br />state funding, and goals were set at: <br />MBE Goal: 7% <br />WBE Goal: 5% <br />HRP did not meet the goals and completed the good faith efforts on City of South Bend MWBE <br />forms rather than the IFA DBE Good Faith Effort forms. The IFA DBE documents do not have a <br />location to report percent or total utilization, although, Selge showed evidence of good faith <br />efforts on the IFA DBE Good Faith Effort forms and related attachments reporting <br />correspondence. <br /> <br />All Indiana Finance Authority Front End Documentation provided prior to open is executed and <br />included in bids, except for HRP completing their MWBE utilization on the City forms. After bids <br />were opened, it was found that FEDC Attachment L – Telecom Contract Provisions, Attachment <br />M – BABA Contract Provision, and Attachment N – BABA Certification Form needed to be <br />included as part of the contract documents. With this, Selge Construction Co., Inc. was asked to <br />return Attachment N – BABA Certification as a requirement for the State Revolving Fund. <br /> <br />I recommend award of a contract, including the alternate, for 2024 Lead Service Line and Main <br />Replacements – West Zone to the lowest responsive responsible bidder, Selge Construction <br />Co., Inc. in the amount of $1,721,949.75. <br /> <br />
