t <br />STAFF REPORT <br />IRELAND ROAD FAMILY PHYSICIANS #865 -83 December 9, 1983 <br />1818 E. Ireland Road, South Bend <br />REQUESTED ACTION: The petitioner is requesting a zone change from <br />"A" Residential, "A" Height and Area to "B" <br />Residential, "A" Height and Area to allow for an <br />addition to physicians' offices. <br />EXISTING LAND USE: The property contains a physicians office <br />and vacant land. <br />SURROUNDING LAND USE AND ZONING: Located to the north and east are single <br />family houses zoned "A" Residential, "A" <br />Height and Area; to the -- west Is a church -- <br />zoned "A" Residential, "A" Height and Area; <br />adjacent and surrounded by the area to be <br />rezoned is an insurance office zoned "B" <br />Residential, "A" Height and Area; and to the <br />south across Ireland Road are single family <br />houses zoned "A" Residential, "A" Height and <br />Area. <br />APPLICABLE PARKING REGULATIONS: All parking spaces within 50 feet of a <br />residential district must be properly <br />screened. <br />ACCESS: <br />Access to the site is from Ireland Road. <br />DRAINAGE: The petitioner indicates that all additional <br />drainage from the enlarged parking lot and <br />addition will be drained to an on -site <br />retention basin. <br />DATA: The total site to be rezoned is 62,901 <br />square feet. Of that, the existing building <br />and proposed addition would occupy 3,284 <br />square feet or 5.2% of the site; the <br />existing and proposed pavement would occupy <br />25,504 square feet or 40.5% of the site; and <br />34,113 square feet or 54.3% of the site <br />would be open space. <br />SITE PLAN: <br />The site plan is preliminary. <br />AGENCY COMENTS: The City Engineer had the following <br />comments: 1. City water and sanitary <br />sewers are available to the site. 2. Storm <br />water to be retained in sufficient dry <br />wells. If a retention area is to be used <br />at the northeast corner, the basin design <br />and contours need to be shown. 3. Existing <br />drives can only be used in a signed one -way <br />
