PARENT, Mayor <br />COUNTY-CITY BUILDING • SOUTH BEND, INDIANA 46601 <br />DIVISION OF COMMUNITY DEVELOPMENT <br />Colleen Rosenfeld <br />Director <br />November 7, 1983 <br />Common Council Members <br />4th Floor, County -City Building <br />South Bend, IN 46601 <br />Dear Council Member: <br />J�\�� • D �F<1 <br />• II�II 3: <br />� m <br />O 2 <br />Y <br />O <br />1200 County -City Building <br />South Bend, Indiana 46601 <br />(219)284 -9335 <br />I am submitting for your consideration a request for the appropriation <br />of $3,257,740 which represents funding for various activities planned <br />in the City's 1984 Community Development Block Grant Application. <br />The "Final Statement of Community Development Objectives and Projected <br />Use of Funds - P.Y. 1984" represents funding for the functional areas <br />of housing, code enforcement, public works, parks, capital <br />improvements, city development, public services, and management and <br />planning. <br />It is significant to note that there are other funds requiring <br />administration by city departments and bureaus available for these <br />functional areas. The Bureau of Housing will administer in 1984 <br />approximately $535,000 for the Section 312, the Urban Homesteading, <br />and the leveraged funds from the South Bend Home Improvement Loan <br />Programs. The Department of Economic Development projects <br />approximately $6 million from the Ethanol Plant Urban Development <br />Action Grant, the Small Business Administration 503 for the Business <br />Development Corporation, and Section 108 Loan Guarantee funds for the <br />East Bank Development Area and the Central Business District.
