REGULAR MEETING NOVEMBER 11, 2002 <br />SECTION X. The petitioner agrees to file with the City Clerk a complete listing of the commonly <br />known addresses and key numbers for each of the 105 lots by January 31, 2003. <br />SECTION XI. This Resolution shall be in full force and effect from and after its adoption by the <br />Common Council and approval by the Mayor. <br />s /Roland Kelly <br />Member of the Common Council <br />Councilmember King reported that the Community and Economic Development Committee held <br />a Public Hearing this afternoon and voted to send this Resolution to the Council with a favorable <br />recommendation. <br />Council Attorney Kathleen Cekanski- Farrand advised the Council that the substitute bill on file will <br />need to be accepted. Therefore, Councilmember King made a motion to accept the substitute version <br />of this bill. Councilmember Coleman seconded the motion which carried by a voice vote of eight <br />(8) ayes. <br />Mr. Steve Cooreman, Cooreman Real Estate Group, 24545 Brick Road, South Bend, Indiana, made <br />the presentation for this Resolution. <br />Mr. Cooreman advised that Cooreman Real Estate Group is the developer of The Villas at Lake <br />Blackthorn and that over the past ten (10) years they have developed over five (5) major <br />subdivisions which have resulted in approximately $70 million dollars of new construction in St. <br />Joseph County. He stated that they believe that the northwest corridor will be the next major <br />residential growth area for the City of South Bend and that is why they would like to develop The <br />Villas at Lake Blackthorn. This project will have one hundred fourteen (114) new villas which will <br />be maintenance free living and which will target empty nesters and young professionals. The villas <br />will result in approximately $20 -$25 million in new construction. The property currently generates <br />about one hundred dollars ($100.00) per year in taxes. Once the project is fully built out and is in <br />full taxation it will generate at least three hundred thousand dollars ($300,000.00) in real estate <br />taxes. <br />A Public Hearing was held on the Resolution at this time. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />Resolution, Councilmember King made a motion to adopt this Resolution as substituted. <br />Councilmember Varner seconded the motion which carried and the Resolution was adopted by a roll <br />call vote of eight (8) ayes. <br />Council President Kelly wished Mr. Cooreman good luck with this project. <br />RESOLUTION NO. 3134 -02 A RESOLUTION OF THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA, APPROVING A <br />COMPREHENSIVE PLAN <br />WHEREAS, Indiana Code §36 -7 -4 -500, et seq., entitled "500 Series - Comprehensive Plan" <br />sets forth the state law which empowers the Area Plan Commission of St. Joseph County to prepare, <br />approve and certify a Comprehensive Plan for its area of jurisdiction; and <br />WHEREAS, the Area Plan Commission of St. Joseph County provides planning and zoning <br />services for the City of South Bend, the unincorporated portions of St. Joseph County; and the <br />towns of Lakeville, New Carlisle, North Liberty, Osceola and Roseland; and <br />-17- <br />
