REGULAR MEETING <br />SEPTEMBER 23, 2002 <br />BILL NO. 64 -02 PUBLIC HEARING ON A BILL APPROPRIATING <br />MONIES FOR THE PURPOSE OF DEFRAYING THE <br />EXPENSES OF SEVERAL DEPARTMENTS OF THE <br />CIVIL CITY OF SOUTH BEND, INDIANA FOR THE <br />FISCAL YEAR BEGINNING JANUARY 1, 2003, AND <br />ENDING DECEMBER 31, 2003, INCLUDING ALL <br />OUTSTANDING CLAIMS AND OBLIGATIONS, AND <br />FIXING A TIME WHEN THE SAME SHALL TAKE <br />EFFECT <br />BILL NO. 65 -02 PUBLIC HEARING ON A BILL OF THE COMMON <br />COUNCIL OF THE CITY OF SOUTH BEND <br />APPROPRIATING MONIES FOR THE PURPOSE OF <br />DEFRAYING THE EXPENSES OF THE DESIGNATED <br />ENTERPRISE FUNDS OF THE CITY OF SOUTH BEND, <br />INDIANA, FOR THE FISCAL YEAR BEGINNING <br />JANUARY 1, 2003 AND ENDING DECEMBER 31, 2003, <br />INCLUDING ALL OUTSTANDING CLAIMS AND <br />OBLIGATIONS, AND FIXING A TIME WHEN THE <br />SAME SHALL TAKE EFFECT <br />It is noted that no comments were made by Councilmembers at this time. <br />BILL NO. 61 -02 PUBLIC HEARING ON A BILL AMENDING THE <br />ZONING ORDINANCE FOR PROPERTY LOCATED AT <br />505 SOUTH LOGAN STREET IN THE CITY OF SOUTH <br />BEND, INDIANA <br />Councilmember White reported that the Zoning & Annexation Committee held a Public Hearing on <br />this bill and sends it to the Council with a favorable recommendation. <br />Mr. Jeff Myers, Staff Planner, Area Plan Commission, Room 1140, County -City Building, South <br />Bend, Indiana, presented the report from the Commission. <br />Mr. Myers advised that the petitioner is requesting a zone change from `B" Residential, "A" Height <br />and Area, and `B" Height and Area to "C" Commercial, `B" Height and Area to allow a printing <br />shop. The property currently contains a vacant commercial structure. <br />Mr. Myers further noted that located to the north is the G.T.W. Railroad and single - family homes <br />zoned "A" Residential, "A" height and area; to the east across Logan Street is a commercial business <br />and a single - family home zoned "I -1" Light Industrial and a commercial business zoned "C -1" <br />General Commercial in the City of Mishawaka; and to the south and west are single - family homes <br />zoned "A" Residential, "A" height and area. Access to the site is from Logan Street. Water and <br />sewer are available to the site. The drainage has been addressed by the petitioner. The total site to <br />be rezoned is twenty one thousand seven hundred eighty (21,780) square feet. Of that, the buildings <br />will occupy twelve per cent (12 %) of the site, parking and drives will occupy forty -seven per cent <br />(47 %) of the site and forty -one per cent (41 %) of the site will remain as open space. A check of the <br />Agency's maps indicates that no public wells, flood hazards, wetlands or environmental hazard areas <br />are present. The site plan is preliminary. It was noted that in 2001, a petition to rezone this property <br />from `B" Residential to "C" Commercial for a retail use was withdrawn prior to the Area Plan <br />Commission meeting. <br />The Area Plan Commission, at its Public Hearing held on September 17, 2002, sent this petition to <br />-2- <br />i <br />n <br />u <br />
