REGULAR MEETING MAY 13, 2002 <br />BILL NO. 28 -02 PUBLIC HEARING ON A BILL APPROPRIATING <br />$60,000 WITHIN THE U.D.A.G. FUND (FUND 410) OF <br />THE DEPARTMENT OF COMMUNITY AND <br />ECONOMIC DEVELOPMENT FOR THE PURPOSE OF <br />PROVIDING PREDEVELOPMENT COSTS FOR <br />POTENTIAL DEVELOPMENT PROJECTS WITHIN THE <br />CITY OF SOUTH BEND <br />Councilmember King reported that the Community and Economic Development Committee met <br />on this bill and sends it to the Council favorably. <br />Mr. Jon Hunt, Director, Community and Economic Development, 12th Floor, County -City <br />Building, South Bend, Indiana, made the presentation for this bill. <br />Mr. Hunt advised that this is an annual appropriation for predevelopment money from the federal <br />Urban Development Action Grant Program. Predevelopment money has been used in the past for <br />market feasibility studies, site planning for potential projects and preliminary engineering work. <br />This bill proposes to appropriate sixty thousand dollars ($60,000.00) to be used for planning efforts <br />for the Citywide Retail Strategy and the development of a Citywide Plan within the framework of <br />the Area Plan Commission's Comprehensive Plan which the Council will be considering in the next <br />several months. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />bill, Councilmember Coleman made a motion for favorable recommendation to full Council. <br />Councilmember White seconded the motion which carried by a voice vote of seven (7) ayes. <br />RISE AND REPORT <br />Councilmember Coleman made motion to rise and report to the full Council.
