JOSEPH COUNTY <br />Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: May 13, 2024 <br />Application Number: 2024-0422 <br />Property Location: 322 West Washington Street <br />Architectural Style/Date/Architect or Builder: <br />Victorian Romanesque / 1895 / <br />Property Owner: Eric Horvath <br />Landmark or District Designation: Local Landmark, Ordinance <br />#6777-1980; National Register of Historic Places <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/SITE: A two and a half story irregular plan house. Sandstone and wood <br />shingle sided with embellished carved wood details. 12/12 pitch roof with asphalt shingles, windows are a combi- <br />nation of single pane, diamond pattern and double hung. Multiple porches with fluted and smooth columns. Corner <br />tower with elaborate carved frieze. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />Replace asphalt shingles with asphalt shingles, remove built-in “Yankee style” gutters and install “K” style gutters <br />on eave. Repair wood fascia and soffit as needed. <br />STANDARDS AND GUIDELINES: <br />Roofs/Gutters/Downspouts, Soffits: Pages 19-21. <br />SITE VISIT REPORT: N/A <br />STAFF RECOMMENDATION: Although this house is a good example of “Yankee Style” gutters, the removal <br />and installation of new gutters and the ability to add “Yankee Style” gutters back in the future will not negatively <br />detract from the overall appearance or permanently damage the integrity of the house. Due to the deterioration <br />and lack of contractors able or willing to install new “Yankee Style” gutters, staff makes a FAVORABLE REC - <br />OMMENDATION for removal of the Yankee Gutters and replacement with new. <br />Staff makes an UNFAVORABLE RECOMMENDATION for the use of “K” style gutters and asks the appli- <br />cant to consider amending the application to install half-round gutters. <br />Prepared by <br />Ross Van Overberghe, Historic Preservation Administrator
