7 <br /> \ H3 - BOR - OODS DIVISIO \ <br /> The Neighborhoods Division is composed of the Federal Fund <br /> Management, Neighborhood Health & Housing (NHH), Neighborhood <br /> Services & Enforcement (NSE), and South Bend Animal Resource <br /> Center (SBARC) teams. The creation of the Neighborhoods Division <br /> was an effort to cohesively merge different community services <br /> and opportunities under the same umbrella. The staff works on <br /> a wide breadth of programs and services: homeowner and rental <br /> housing repair, services to the homeless, new housing construction, <br /> vacant and abandoned demolitions, environmental/trash issues, and <br /> addressing animal endangerment, to name a few. <br /> FEDERAL FUND MANAGEMENT <br /> The annual allocation process for federal entitlement funding, Community <br /> Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and <br /> HOME Investment Partnership Program (HOME), includes requests for <br /> proposals, review of eligibility, recommendations for awards, and required steps <br /> for submission to the U S Department of Housing and Urban Development <br /> (HUD). While potential recipients apply in one calendar year, the funding and <br /> contracting occur later in the following calendar year.
