7
\ H3 - BOR - OODS DIVISIO \
The Neighborhoods Division is composed of the Federal Fund
Management, Neighborhood Health & Housing (NHH), Neighborhood
Services & Enforcement (NSE), and South Bend Animal Resource
Center (SBARC) teams. The creation of the Neighborhoods Division
was an effort to cohesively merge different community services
and opportunities under the same umbrella. The staff works on
a wide breadth of programs and services: homeowner and rental
housing repair, services to the homeless, new housing construction,
vacant and abandoned demolitions, environmental/trash issues, and
addressing animal endangerment, to name a few.
FEDERAL FUND MANAGEMENT
The annual allocation process for federal entitlement funding, Community
Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and
HOME Investment Partnership Program (HOME), includes requests for
proposals, review of eligibility, recommendations for awards, and required steps
for submission to the U S Department of Housing and Urban Development
(HUD). While potential recipients apply in one calendar year, the funding and
contracting occur later in the following calendar year. The following four graphs
represent allocations by HUD activity for the HUD Program Year (PY) of 2023,
and the requests received in 2023 for the 2024 PY funding.
>' Filed ed in Clerks Offi
ce
yy4 ■
- t Bianca Tirido
City Clerk, South Bond, IN
Pre-approved City duplex under construction
NEIGHBORHOODS DIVISION ANNUAL REPORT 2023
