SECTION 2 – STREETS, WALKWAYS & PATHS <br />19 <br />Monument or encased mailboxes not mounted on a pole or post may be permitted on residential <br />roadways with speed limits less than thirty (30) mph, provided that the property owner accepts <br />liability related to the mailbox, and the location of the mailbox does not conflict with the <br />intersection sight distance requirements. Mailbox permits may be revoked at the City’s discretion. <br />Mailboxes shall be entirely located behind the back of curb and are required to have the address <br />number displayed. <br />2-6.3 DRAINAGE OUTLETS THROUGH CURBS <br />Drainage outlets for the discharge of rainwater (e.g. yard and roof drains) through the curb face are <br />not permitted. Property owners are required to maintain stormwater runoff on-site. Any discharge <br />to the Right-of-Way requires approval by the Board of Public Works. <br />2-6.4 STAMPED CONCRETE <br />Stamped concrete may be used within the city Right-of-Way, at locations as approved by the City <br />Engineer. Concrete shall be in accordance with Section 604 of the INDOT Standard Specifications <br />and 2-5.3 PCCP, COLORED as applicable. Manufacturers’ recommendations shall be followed <br />unless otherwise directed by the Engineer. Test slabs will be required for areas of stamped concrete <br />greater than 100 square yards. <br />2-6.5 PERVIOUS CONCRETE <br />Pervious concrete may be allowed within the City Right-of-Way for use as base material for <br />decorative pavers, parking areas, sidewalks, and non-motorized shared use facilities. It will not be <br />allowed for use within the City Right-of-Way as street pavement, curbing, or curb ramps. Only <br />limestone may be used as the coarse aggregate. A concrete mix design in accordance with current <br />American Concrete Institute standards will be required for approval. <br />2-6.6 DECORATIVE PAVERS <br />Decorative pavers may be used for non-motorized facilities and are subject to the design <br />requirements of the application. The paver size, color, layout pattern, drainage characteristics, and <br />pavement section shall be submitted to the City for approval. Paver materials shall be consistently <br />colored throughout the section of each individual paver unit. Surface staining is not permitted. <br />Paver installation without approval may be subject to removal. <br />2-6.7 PERMEABLE PAVEMENT <br />Permeable pavement (Permeable Articulating Concrete Block/Mats) may be used within City Right- <br />of-Way for non-travel lane applications. A geotechnical report demonstrating soil infiltration that <br />meets the manufacturer’s recommendation is required for approval prior to use for the design and <br />approval of the permeable pavement section. Perforated drain tile may be required in areas with <br />marginal soils. A surface inlet is required at sag locations. <br />A thirty-six (36) month Maintenance Bond shall be provided to the City for permeable pavement <br />installations at the completion of construction. The Maintenance Bond shall be for an amount equal <br />to not less than 10% of all costs associated with the permeable pavement installation. A thirty-six
