SECTION 2 – STREETS, WALKWAYS & PATHS <br />13 <br />2-2.12 PRIVATE STREETS <br />Private streets should be developed in accordance with current Green Book and IMUTCD <br />standards, and will not be maintained by the City of South Bend. Intersections of private streets <br />with City streets are subject to the policies within this document and require approval by the City <br />Engineer prior to construction within the City Right-of-Way. <br />2-2.13 RIGHT TURN LANES <br />Right turn lanes shall be provided where traffic studies indicate they are warranted and/or where <br />directed by the City Engineer. Design shall comply with the relevant sections of the IDM, Green <br />Book, and IMUTCD. <br />2-2.14 CUL-DE-SACS <br />Cul-de-sacs are required at the termination of dead-end streets and shall comply with the <br />appropriate City Standard Drawing. The geometry should be designed to accommodate an SU <br />design vehicle. <br />2-2.15 SHARED USE PATHS / BICYCLE FACILITIES <br />Shared use paths and bicycle facilities shall comply with Chapter 307(51) of the IDM. Bicycle <br />racks, benches, lighting, and trail marking signs should be considered as appropriate and <br />coordinated with the Department of Community Investment. Architectural elements require <br />approval by the City Engineer. <br />2-3 SUBGRADE CONDITIONS AND TREATMENT <br />Subgrade Preparation shall comply with the requirements of Section 207 of the INDOT Standard <br />Specifications, except as follows: <br />The natural soil in place may qualify as SUBBASE when the following conditions are met: <br />a.Borings - A soil boring at intervals not to exceed 200 lf. (lineal feet) is taken within the limits <br />of construction. The boring shall extend three (3) feet below the natural ground. <br />b.Gradation - The soil sample shall be screened for compliance with one of the gradations <br />tabulated in INDOT section 903.04. For the determination of the material passing the Size No. <br />200 sieve, the sample shall be thoroughly washed and the amount of Loss through Decantation <br />shall be determined. The final gradation of the materials shall comply with the requirements as <br />set forth in INDOT section 903.04 (b). <br />c.Analysis - The analysis of the existing material shall be submitted to the Engineer with the <br />signature and seal of a registered professional engineer. The final determination for use of the <br />material as SUBBASE shall be made by the Engineer. <br />Subgrade treatment types are defined as follows and are further described in the INDOT Standard <br />Specifications: <br />Type I twenty-four (24) inches of soil compacted to density and moisture requirements. <br />Type IC twelve (12) inches of the subgrade excavated and replaced with coarse aggregate No. <br />53.
