SECTION 9 – FIXTURES AND FINISHES <br />96 <br />SECTION 9– FIXTURES AND FINSIHES <br />9-1 GENERAL <br />9-1.1 PURPOSE <br />The purpose of this Section is to provide design guidance to developers, consultants, and others for <br />projects within the right-of-way or otherwise under the jurisdictional authority of the City of South <br />Bend. All work within the City’s limits shall comply with the following standards and guidance <br />provided. These fixtures and finishes standards encourage a more consistent approach for <br />improvements within the City. The improvements covered under this section do not and cannot provide <br />for all conditions nor are they intended to limit innovation. In some circumstances additional guidance, <br />information, assistance, or direction may be needed in coordination with City staff. The design <br />consultant is encouraged to seek this guidance. City Engineering may approve “equals” for any <br />specified manufacturer listed in this section. Variations to the standards shall be submitted in <br />accordance with Section 1–3 - Variance Process of the standards. <br />9-2 DESIGN REQUIREMENTS <br />9-2.1 PURPOSE <br />This Section outlines the fixtures and finishes to be used throughout the City of South Bend based on <br />five distinct districts. The Typology District Map separates the City into the following districts: <br />•Downtown <br />•Neighborhood Center <br />•Auto-Oriented <br />•Industrial <br />•Residential <br />Where development or redevelopment lie on the edge or within multiple districts, the <br />designer/developer shall work with City staff to select appropriate fixtures and finishes for the site. <br />Table 9-2.2(1) summarizes the standard finishes and fixtures for each district. <br />If right-of-way improvements or other development is proposed in a Historic District under the review <br />and jurisdiction of the Historic Preservation Commission (HPC), the HPC Standards and Guidelines <br />shall hold over the requirements of this section where conflicts may exist. Any development within <br />wellhead protection areas shall comply with the City’s Wellhead Protection Plan and Ordinance. <br />9-2.2 GENERAL ITEM DESCRIPTIONS <br />The City of South Bend embraces the concept of “Complete Streets” and incorporates these <br />requirements as further described in Section 2-2.1(a). This Section is intended to explicitly address the <br />context of the District within the community and the expected amenities and street features in place <br />making. Table 9-2.2(1) summarizes the various types of fixtures and finishes associated with their <br />corresponding Districts.
