REGULAR MEETING <br />JUNE 9, 2003 <br />as a drive through for claims which will allow individuals to drive minor damaged vehicles in for <br />an estimate. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />bill, Councilmember Varner made a motion for favorable recommendation to full Council <br />concerning this bill. Councilmember Coleman seconded the motion which carried by a voice vote <br />of eight (8) ayes with Councilmember Aranowski recusing himself on this vote. <br />BILL NO. 42 -03 PUBLIC HEARING ON A BILL OF THE COMMON <br />COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />ESTABLISHING A NEW CAPITAL FUND TO BE <br />KNOWN AS THE SOUTH BEND REDEVELOPMENT <br />DISTRICT ALLOCATION AREA CAPITAL FUND ( #428) <br />Councilmember King, Chairperson, Community and Economic Development Committee, reported <br />that this committee held a Public Hearing on this bill this afternoon and voted to send it to the full <br />Council with a favorable recommendation. <br />Mr. Don Inks, Department of Community and Economic Development, 1820 Portage Avenue, <br />South Bend, Indiana, made the presentation for this bill. <br />Mr. Inks advised that this bill will establish a new fund from which the proceeds of an Airport <br />Economic Development Area Bond would be deposited and disbursed. Councilmember Coleman seconded the motion which carried by a voice vote of nine (9) <br />ayes. <br />BILL NO. 27 -03 PUBLIC HEARING ON A BILL OF THE COMMON <br />COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />AMENDING CHAPTER 21 OF THE SOUTH BEND <br />MUNICIPAL CODE BY THE INCLUSION OF NEW <br />ARTICLE 13 ENTITLED REGULATIONS FOR <br />WIRELESS TELECOMMUNICATIONS FACILITIES <br />Councilmember Coleman made a motion to consider the second substitute version of this bill. <br />Council President White seconded the motion which carried by a voice vote of nine (9) ayes. <br />
