The total time for comments by members of the public speaking against the bill is limited to the amount of time that was used by those speaking in favor of the bill or thirty (30) minutes whichever is greater. 7. A five (5) minute rebuttal period is allowed for the persons who gave the formal presentation in favor of the bill after which the public portion of the hearing is closed. 8. Finally, the Council portion of the hearing takes place in which members will discuss the bill and vote on its disposition. PUBLIC HEARINGS BILL NO. 35 -03 PUBLIC HEARING ON A BILL APPROPRIATING $100,000 FROM THE ECONOMIC DEVELOPMENT STATE GRANT FUND FOR THE PURPOSE OF ASSISTING IN THE SUPPORT OF THE DIVISION OF ECONOMIC DEVELOPMENT'S AREA REVITALIZATION EFFORT Councilmember King, Chairperson, Community and Economic Development Committee, reported that this committee held a Public Hearing on this bill this afternoon and voted to send it to the full Council with a favorable recommendation. Mr. Bill Schalliol, Department of Community and Economic Development, 1200 County -City Building, made the presentation for this bill. Mr. Schalliol advised that this bill will appropriate one hundred thousand dollars ($100,000.00) from the Economic Development State Grant Fund to provide monies for investigation and remediation of properties containing underground storage tanks. These funds will be used in areas designated by the Commercial Corridor Program. These anticipated resources were made available through the Indiana Department of Environmental Management and the United States Environmental Protection Agency. This grant was awarded by IDEM in June of 2002. Councilmember Kirsits asked if these funds will be used mostly for abandoned gas stations. Mr. Schalliol advised that the funds will be used for abandoned gas stations and industrial properties with underground fuel oil storage tanks. Additionally, Councilmember Kirsits asked if any areas or corridors have been identified for these funds. Mr. Schalliol stated that some work will be done on Western Avenue and some sites will be investigated on Lincolnway West. This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents were given an opportunity to be heard. There being no one present wishing to speak to the Council either in favor of or in opposition to this bill, Councilmember Kelly made a motion for favorable recommendation to full Council. Councilmember Pfeifer seconded the motion which carried by a voice vote of eight (8) ayes.
