The total time for comments by members of the public speaking <br />against the bill is limited to the amount of time that was used by those speaking in <br />favor of the bill or thirty (30) minutes whichever is greater. <br />7. A five (5) minute rebuttal period is allowed for the persons who gave the formal <br />presentation in favor of the bill after which the public portion of the hearing is closed. <br />8. Finally, the Council portion of the hearing takes place in which members will discuss <br />the bill and vote on its disposition. <br />PUBLIC HEARINGS <br />BILL NO. 35 -03 PUBLIC HEARING ON A BILL APPROPRIATING <br />$100,000 FROM THE ECONOMIC DEVELOPMENT <br />STATE GRANT FUND FOR THE PURPOSE OF <br />ASSISTING IN THE SUPPORT OF THE DIVISION OF <br />ECONOMIC DEVELOPMENT'S AREA <br />REVITALIZATION EFFORT <br />Councilmember King, Chairperson, Community and Economic Development Committee, reported <br />that this committee held a Public Hearing on this bill this afternoon and voted to send it to the full <br />Council with a favorable recommendation. <br />Mr. Bill Schalliol, Department of Community and Economic Development, 1200 County -City <br />Building, made the presentation for this bill. <br />Mr. Schalliol advised that this bill will appropriate one hundred thousand dollars ($100,000.00) <br />from the Economic Development State Grant Fund to provide monies for investigation and <br />remediation of properties containing underground storage tanks. These funds will be used in areas <br />designated by the Commercial Corridor Program. These anticipated resources were made available <br />through the Indiana Department of Environmental Management and the United States Environmental <br />Protection Agency. This grant was awarded by IDEM in June of 2002. <br />Councilmember Kirsits asked if these funds will be used mostly for abandoned gas stations. Mr. <br />Schalliol advised that the funds will be used for abandoned gas stations and industrial properties <br />with underground fuel oil storage tanks. Additionally, Councilmember Kirsits asked if any areas <br />or corridors have been identified for these funds. Mr. Schalliol stated that some work will be done <br />on Western Avenue and some sites will be investigated on Lincolnway West. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />bill, Councilmember Kelly made a motion for favorable recommendation to full Council. <br />Councilmember Pfeifer seconded the motion which carried by a voice vote of eight (8) ayes. <br />
