Sample St. [Former Fun FX Bldg.] <br />DATE: 04/19/2024 <br />On March 26, 2024, the Board of Public Works opened and read bids for the above project. This <br />is the second bid attempt. The first set of bids were rejected as non-responsive for not meeting <br />the M/WBE goals. <br /> <br />The project covers the demolition and removal of the existing burned-out building located at <br />1000 West Sample Street, known locally as the former Fun F/X Building. <br /> <br />Six bids were received, with a breakdown of the bids as follows: <br /> <br />Contractor Base Bid Met M/W <br />Goals? <br />Basham Construction $375,000 No <br />Green Demolition $528,800 Yes* <br />The MRD Group $627,300 Yes <br />Indiana Earth $724,700 Yes <br />Alpine Demolition Services $734,000 Yes <br />Renascent, Inc. $887,000 No <br /> <br />The low bid from Basham Construction used a WBE firm located in Kentucky, which is outside <br />of the City’s geographic region for consideration per the City’s Disparity Study. The low bid must <br />be rejected as non-responsive. <br /> <br />*The second low bid from Green Demolition met the MBE goal but committed to 4.5% WBE <br />spending against a 4.65% goal. Per the City’s MWBE Program Plan, a request was made to the <br />Program Plan Administrator to award to Green Demolition based on its bid meeting the MBE <br />requirements and narrowly missing the WBE requirement. The Program Administrator reviewed <br />the request and approved the good faith effort. <br /> <br />I recommend award of the base bid for 123-014R Demolition of 1000 West Sample Street to <br />Green Demolition, in the amount of $528,800.00. Funding is available through PR-00030442. <br /> <br /> <br />
