She further noted that with a twenty-four per cent (24%) increase across the <br />board the rate will increase for the lower household users and because of that the customers need to <br />be renotified. Attorney DeRose confirmed that this substitute bill was readvertised and renotified <br />even though it was not necessary because the rates in fact were across the board lower for all. <br />Councilmember Varner inquired if the item for consideration was the proposed bill and whether a <br />motion has been made on that bill for consideration. Attorney Cekanski-Farrand stated that was <br />correct and that what the Council has before them is the most recent substitute bill which was filed <br />with the Council by the administration at 6:30 p.m. this evening. Councilmember Varner asked if <br />this bill must be disposed of or can it be withdrawn. Attorney Cekanski-Farrand noted that the <br />administration always has the right to withdraw. Councilmember Varner then stated that the Council <br />is then waiting for a motion on the disposition of this bill. Councilmember King noted that he has <br />not heard anything about a withdrawal. <br />Councilmember Pfeifer made a motion to send this bill to the full Council with a favorable <br />recommendation. Councilmember Kirsits seconded the motion. Councilmember King stated that <br />there has been a motion and a second to send Substitute Bill No. 88-02 to the full Council with a <br />favorable recommendation. The motion carried by a voice vote of eight (8) ayes and one (1) nay by <br />Councilmember Varner. <br />RISE AND REPORT <br />Councilmember Coleman made motion to rise and report to the full Council.
