REGULAR MEETING JANUARY 13, 2003 <br />WHEREAS, the Council recognizes, that despite challenges to himself and his wife, Joyce, <br />Council President Roland Kelly committed himself to providing positive leadership to the Common <br />Council by encouraging each of the Council Members and their staff to always use their individual <br />talents for the good of the community, while also providing thoughtful comments to the City <br />Administration; and <br />WHEREAS, the Common Council further recognizes that Roland Kelly quietly promotes <br />free and spirited debate, while always maintaining the highest commitment to integrity and respect, <br />so that the overall welfare of all of our citizens would be addressed and enhanced; and <br />WHEREAS, under Council President Kelly's leadership each item filed with the City Clerk's <br />Office in 2002 was carefully reviewed by proper Council Committee and each item had a proper <br />public hearing before the Common Council, which resulted in the Council passing eighty-eight (88) <br />ordinances and adopting ninety-one (91) resolutions last year. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY <br />OF SOUTH BEND, INDIANA, AS FOLLOWS: <br />Section I. On behalf of all of the citizens of South Bend, Indiana, the Common Council <br />hereby publicly honors 2002 COUNCIL PRESIDENT ROLAND KELLY for his extraordinary <br />talents and especially his commitment to the Council and the citizens of South Bend, as the Chief <br />legislative officer of the City of South Bend, Indiana. <br />Section II. The Common Council commends ROLAND KELLY for always having an open <br />door, for his thoughtful guidance, his kind manner and ready smile, which he always provides <br />whether it be in his Notre Dame green painted Council office or when mentoring others while <br />wearing his many Notre Dame ties, blazers or jackets of his alma mater Du Lac. <br />Section III. The Council wishes Roland Kelly and his wife, Joyce, the very best as he <br />embarks upon re-election as the Third District Council Member; and a rich, rewarding and <br />memorable new year which will be filled with family, friends and Note Dame victories. <br />Section IV. Council President White presented <br />Councilmember Kelly with a token of the Council's appreciation for his service. <br />
