REGULAR MEETING <br />DECEMBER 8, 2003 <br />Mr. Gary Gilot, Director, Department of Public Works, 1904 Lilac Trails Court, South Bend, <br />Indiana, voiced his support of this Resolution. He noted that these are important monies in terms <br />of major added travel lane projects around South Bend. It also helps with transit, rail and <br />transportation in the area including the airport. It is very important to economic prosperity to <br />maintain the transportation infrastructure and the City should get about eighty cents on the dollar out <br />of the federal funds coming back which would be matched with local resources. He noted that <br />Councilmember King's comments about this amount going to ninety five per cent of every dollar <br />being returned to Indiana is a good thing. Mr. Gilot noted that for years the amount returned was <br />less than that and this bill would raise that amount to ninety five cents ($.95) on a dollar which is a <br />move in the right direction. <br />There was no one else present wishing to speak in favor of this bill and there was no one present <br />wishing to speak in opposition to this bill. <br />Councilmember Coleman made a motion to send this bill to the full Council with a favorable <br />recommendation. Councilmember King seconded the motion which carried by a roll call vote of <br />nine (9) ayes. It was noted that Councilmember Coleman made a motion to send this bill to the full <br />Council with a favorable recommendation instead of to adopt this Resolution. Therefore, <br />Councilmember Coleman withdrew his motion and Councilmember King withdrew his second. <br />Councilmember Coleman then made a motion to adopt this Resolution. Councilmember Kelly <br />seconded the motion which carried by a roll call vote of nine (9) ayes. <br />BILLS - FIRST READING <br />BILL NO. 100 -03 FIRST READING ON A BILL AMENDING THE ZONING <br />ORDINANCE FOR PROPERTY LOCATED AT THE <br />NORTHEAST CORNER OF LINDEN AVENUE AND <br />CLEMENS STREET, CONSISTING OF <br />APPROXIMATELY 12.35 ACRES IN THE CITY OF <br />SOUTH BEND, INDIANA <br />This bill had first reading. Councilmember Varner made a motion to refer this bill to the Area Plan <br />Commission. Councilmember Kuspa seconded the motion which carried by a voice vote of nine (9) <br />ayes. <br />BILL NO. 101 -03 FIRST READING ON A BILL AMENDING THE ZONING <br />ORDINANCE FOR PROPERTY LOCATED IN THE CITY <br />OF SOUTH BEND LOTS 11, 12, 13, 14, 15, 16, 17, 18, 19 <br />AND 20 IN D1NAN' S SECOND ADDITION TO THE CITY <br />OF SOUTH BEND AND THE PARCEL OF PROPERTY <br />BETWEEN THE SOUTH AND THE EAST ENDS OF SAID <br />LOTS AND THE WEST END OF LOTS 1 THROUGH 10 <br />IN SAID ADDITION. THIS PROPERTY IS COMMONLY <br />KNOWN AS 508 -536 CRESCENT AVENUE, SOUTH <br />BEND, INDIANA <br />This bill had first reading. Councilmember Coleman made a motion to refer this bill to the Area <br />Plan Commission.
