REGULAR MEETING <br />DECEMBER 8, 2003 <br />components that go into heavy duty semi truck transmissions. He noted that eight (8) of every ten <br />(10) trucks have Adapto parts in them. The ten (10) new jobs that will be created will have average <br />wage of over thirteen dollars ($13.00) per hour and a full benefits package. Mr. Dockery stated that <br />they are organized under the Teamsters Union Local #364 and are proud of their minority <br />employment of over thirty eight per cent (38 %). <br />A Public Hearing was held on the Resolution at this time. <br />The following individuals spoke in favor of this bill. <br />Mr. John Brown, 206 East Jennings Avenue, South Bend, Indiana, advised that he worked at Adapto <br />for twenty (20) years and seventy per cent (70 %) of their associates live within the South Bend <br />community and that is a plus with the additional training and the skills that they provide. He asked <br />that the Council favor this request. <br />Mr. Jeff McGowan, CPA, Kruggel Lawton, 17525 Auten Road, Granger, Indiana, stated that the <br />Memorandum of Agreement that was discussed in the committee meeting this afternoon has been <br />signed and all of the components of that Agreement have been agreed to with the Petitioner and the <br />Council. Mr. McGowan stated that this project will provide a significant boost to local contractors <br />and as part of the abatement process they acknowledge that close to one hundred thousand dollars <br />($100,000.00) will be allotted to local contractors working on the job. He noted that in the <br />mathematics of the property tax abatement, the abatement is really a reduction in taxes and not a full <br />waiver over the five (5) year period. Over the five (5) years of the abatement the Petitioner on just <br />these $1.6 million dollars ofproperty will pay approximately fifty six thousand dollars ($56,000.00). <br />Going forward in the future, that $1.6 million dollars of equipment will generate approximately <br />twenty thousand five hundred dollars ($20,500.00) ofproperty taxes for this area. This is in addition <br />to the already twenty five thousand dollars ($25,000.00) in annual property taxes that Adapto also <br />makes. Mr. McGowan requested a positive vote on this bill. <br />There was no one else present wishing to speak in favor of this bill and there was no one present <br />wishing to speak in opposition to this bill. <br />Councilmember Pfeifer made a motion to adopt this Resolution. Councilmember Coleman seconded <br />the motion which carried and the Resolution was adopted by a roll call vote of nine (9) ayes. <br />SUSPENSION OF RULES TO ADD BILL NO. 03 -140 <br />Councilmember King requested that the Council take special action with respect to a Resolution that <br />time prevented from being filed by the Wednesday noon filing deadline and hear the Resolution this <br />evening. He noted that this will require that the Council suspend its rules for the purpose of hearing <br />this Resolution which can only be done by a unanimous vote of the Council. Therefore, <br />Councilmember King made a motion to suspend the rules for the purpose of hearing Resolution 03- <br />140. Councilmember Kelly seconded the motion which carried by a roll call vote of nine (9) ayes. <br />RESOLUTION NO. 3281 -03 A RESOLUTION OF THE COMMON COUNCIL OF THE <br />(BILL NO. 03 -140) CITY OF SOUTH BEND, INDIANA ENCOURAGING <br />EXTENSION AND RENEWAL OF "THE <br />TRANSPORTATION EQUITY ACT FOR THE 21ST <br />CENTURY" (TEA -21) <br />WHEREAS, TEA -21 is a Federal Act that has provided guidelines and funding for public works <br />transportation projects; and <br />WHEREAS, TEA -21 expired on September 30, 2003, and the United States Congress has given <br />TEA -21 an extension of five (5) months in order to review transportation legislation options; and <br />-34- <br />
