REGULAR MEETING <br />DECEMBER 8, 2003 <br />Mr. Danch advised that the reason for this rezoning is to allow for a photography studio. Presently <br />on the site, which is on the south side of Douglas Road, is an existing home that sits off the road <br />approximately four hundred (400) feet. The Petitioners propose an addition onto that home which <br />will be turned into a photography office. The studio will occupy an additional sixty four hundred <br />(6,400) square feet. As part of this rezoning, this piece of property is already connected to a <br />municipal water line which is from the City of Mishawaka. They would also be connecting to a <br />sanitary sewer line. Mr. Danch stated that he has spoken to the contingent purchaser and they will <br />be connecting to the municipal sewer line along Douglas Road. The Petitioner will meet all the <br />standards for the City of South Bend for the driveway entrance as well as for parking and drainage. <br />To the south of this property is the water shed area and the flood plain location for Judy Creek. <br />However, they are well out of that particular location. This site sits higher up so they are outside that <br />flood elevation. Any of the drainage area will be in the sandy soil which will again be outside the <br />one hundred (100) year flood plain. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />bill, Councilmember Aranowski made a motion for favorable recommendation to full Council <br />concerning this bill. Council President White seconded the motion which carried by a voice vote <br />of nine (9) ayes. <br />BILL NO. 62 -03 PUBLIC HEARING ON A BILL OF THE COMMON <br />COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />AUTHORIZING THE CITY OF SOUTH BEND, INDIANA, <br />TO ISSUE ITS "ECONOMIC DEVELOPMENT REVENUE <br />BONDS OF 2003 (KITE CAPITAL, LLC /ERSKINE <br />VILLAGE PROJECT)" IN AN AGGREGATE PRINCIPAL <br />AMOUNT NOT TO EXCEED SIX MILLION AND 00 /100 <br />DOLLARS ($6,000,000.00) AND APPROVING AND <br />AUTHORIZING OTHER ACTIONS IN RESPECT <br />THERETO <br />Councilmember Coleman made a motion to postpone this bill until the January 12, 2004 meeting <br />of the Council at the request of the Petitioner. Councilmember Kuspa seconded the motion which <br />carried by a voice vote of nine (9) ayes. <br />BILL NO. 91 -03 PUBLIC HEARING ON A BILL OF THE COMMON <br />COUNCIL OF THE CITY OF SOUTH BEND, INDIANA <br />APPROPRIATING $126,081 RECEIVED FROM THE U.S. <br />DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT'S EMERGENCY SHELTER GRANT <br />PROGRAM <br />Councilmember King, Chairperson, Community and Economic Development Committee, reported <br />that this committee held a Public Hearing on this bill this afternoon and voted to send it to the full <br />Council with a favorable recommendation. <br />Ms. Beth Leonard, Department of Community & Economic Development, 12th Floor, County -City <br />Building, South Bend, Indiana, residing at 1820 Portage Avenue, South Bend, Indiana, made the <br />presentation for this bill. <br />Ms. Leonard advised that this bill will appropriate monies for the Emergency Shelter Grant Program <br />for 2004. The program will give money to agencies that run emergency shelters within the <br />-16- <br />1 <br />1 <br />1 <br />
