REGULAR MEETING <br />NOVEMBER 24, 2003 <br />immediately north of the current soon to be vacated Jefferson Boulevard. She noted that they have <br />guaranteed that all rights of access in perpetuity will be granted to the four (4) residents that are north <br />of it and in particular the three (3) residents that actually have alley access. She further noted that <br />only one (1) of them has a driveway on Chapin Street. Further, new utilities will be laid and then <br />that alley will be opened. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />bill, Councilmember Varner made a motion for favorable recommendation to full Council <br />concerning this bill. Councilmember Coleman seconded the motion which carried by a voice vote <br />of nine (9) ayes. <br />BILL NO. 62 -03 PUBLIC HEARING ON A BILL OF THE COMMON <br />COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />AUTHORIZING THE CITY OF SOUTH BEND, INDIANA, <br />TO ISSUE ITS "ECONOMIC DEVELOPMENT REVENUE <br />BONDS OF 2003 (KITE CAPITAL, LLC /ERSKINE <br />VILLAGE PROJECT)" IN AN AGGREGATE PRINCIPAL <br />AMOUNT NOT TO EXCEED SIX MILLION AND 00 /100 <br />DOLLARS ($6,000,000.00) AND APPROVING AND <br />AUTHORIZING OTHER ACTIONS IN RESPECT <br />THERETO <br />Councilmember Pfeifer made a motion to postpone this bill until the December 8, 2003 meeting of <br />the Council at the request of the Petitioner. Councilmember Varner seconded the motion which <br />carried by a voice vote of nine (9) ayes. <br />BILL NO. 90 -03 PUBLIC HEARING ON A BILL OF THE COMMON <br />COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />AUTHORIZING THE MAYOR AND OR CONTROLLER <br />OF THE CITY OF SOUTH BEND TO MAKE <br />TEMPORARY LOANS TO PAY OFF PREVIOUSLY <br />ISSUED TEMPORARY LOAN TAX ANTICIPATION <br />WARRANTS; AND TO ISSUE NEW TEMPORARY LOAN <br />TAX ANTICIPATION TIME WARRANTS TO EVIDENCE <br />SUCH LOANS AND APPROPRIATING AND PLEDGING <br />TAXES TO BE RECEIVED IN SUCH FUNDS TO THE <br />PAYMENT OF THE NEW WARRANTS INCLUDING THE <br />INTEREST THEREON <br />Councilmember Aranowski, Chairperson, Personnel & Finance Committee, reported that this <br />committee met this afternoon on this bill and sends it to the Council with a favorable <br />recommendation. <br />Mr. Rick 011ett, City Controller, 14th Floor, County -City Building, South Bend, Indiana, made the <br />presentation for this bill. <br />Mr. 011ett advised that this ordinance is related to the tax reassessment process. In June, due to the <br />delayed reassessment process, the City issued tax warrants pending distribution of provisional tax <br />proceeds. These warrants have a due date of December 31, 2003. Mr. 011ett stated that in the <br />unlikely event that payments from the property tax bills currently sent out are not forthcoming by <br />-10- <br />
