REGULAR MEETING APRIL 12, 2004 <br /> WHEREAS, the latest available information list the Saint Joseph Regional Medical <br /> Center, South Bend Campus as having 303 beds; and medical services which include <br /> emergency/trauma, heart, cancer, rehabilitation,pediatrics,kidney dialysis, orthopedic, critical <br /> care, and OB/GYN; and <br /> WHEREAS, the 3,178 jobs at Saint Joseph Regional Medical Center makes it the 4th <br /> largest employer in St. Joseph County; and <br /> WHEREAS, currently there are 2,080 full-time jobs and 576 part-time jobs at the Saint <br /> Joseph Regional Medical Center, with an additional 522 "as needed"positions; and <br /> WHEREAS, Saint Joseph Regional Medical Center currently has 802 registered nurses; <br /> with a total of 120 on-staff medical physicians and residents; and <br /> WHEREAS, the Common Council has learned that a new team of senior managers and a <br /> reconstructed Board of Trustees at Saint Joseph Regional Medical Center will be discussing its <br /> plans to construct a new hospital and medical campus outside of the City of South Bend which <br /> were announced on April 3, 2002; <br /> WHEREAS, the Common Council notes that Nancy R. Hellyer was named the Chief <br /> Executive Officer of Saint Joseph Regional Medical Center last Fall; and that Sharon Kendall <br /> will become the Executive Director of the City of South Bend's Department of Community and <br /> Economic Development on May 1, 2004; and <br /> WHEREAS, the Common Council notes that one-half(%2) of Saint Joseph Regional <br /> Medical Center's 14-member Board of Trustees are new, and that the Board has been reduced <br /> from a 22 member Board to a 14 member Board; <br /> WHEREAS, the South Bend Common Council has two (2) new Council Members <br /> effective January 1, 2004; one of whom is the 4th District Council Member who represents the <br /> District where Saint Joseph Medical Center is located; and <br /> WHEREAS, the Council notes that Mayor Stephen J. Luecke has met with Saint Joseph <br /> Regional Medical Center's CEO Nancy R. Hellyer and offered to provide assistance in helping <br /> them make needed facility improvements at the South Bend campus; and <br /> WHEREAS, the South Bend Common Council acknowledges that on November 24, <br /> 2003, it adopted Resolution No. 3271-03 and that on December 19, 2003, the South Bend <br /> Redevelopment Commission adopted Resolution No. 2021, both of which designated the <br /> Northeast Neighborhood Development Area which specifically includes the St. Joseph Regional <br /> Medical Center as a Redevelopment Sub-Area which will provide opportunities for the master <br /> planning of traffic circulation, infrastructure upgrades and the development and redevelopment of <br /> open space planning, landscaping and site design controls; <br /> WHEREAS, the South Bend Redevelopment Commission is currently in the process of <br /> establishing an"East Bank Village Master Plan"which includes the St. Joseph Medical Center <br /> and its campus of 37 acres consisting of nine (9)buildings totaling approximately 800,000 square <br /> feet as a prominent institution and of South Bend's "economic drivers"which is located within <br /> this area of the City of South Bend; <br /> WHEREAS, the South Bend Common Council believes that it is imperative for meetings I/ <br /> to commence immediately between the top administrative officials of the Medical Center and the <br /> City of South Bend, the Medical Center's Board of Trustees', and the South Bend Common <br /> Council to explore opportunities and incentives to keep and revitalize the South Bend campus of <br /> the Saint Joseph Medical Center. <br /> -14- <br />
