REGULAR MEETING DECEMBER 13,2004 <br /> BILL NO. 47-04 PUBLIC HEARING ON A BILL AMENDING <br /> THE ZONING ORDINANCE FOR PROPERTY <br /> LOCATED IN THE 2600 BLOCK OF PRAIRIE <br /> AVE., COUNCILMANIC DISTRICT NO. 6, IN <br /> THE CITY OF SOUTH BEND, INDIANA <br /> Councilmember Pfeifer made a motion to consider the second substitute version of this <br /> bill. Councilmember Puzzello seconded the motion which carried by a voice vote of nine <br /> (9) ayes. Additionally, Councilmember Pfeifer made a motion to continue this bill until <br /> the January 10, 2004 meeting of the Council. Councilmember White seconded the <br /> motion which carried by a voice vote of nine (9) ayes. <br /> BILL NO. 84-04 PUBLIC HEARING ON A BILL TO EXTEND <br /> DEADLINE FOR WATER LEAK INSURANCE <br /> FUND (#644)REPAYMENT OF LOAN <br /> RECEIVED FROM WATER WORKS GENERAL <br /> FUND <br /> Councilmember Kirsits, Chairperson, Utilities Committee, reported that this committee <br /> held a Public Hearing on this bill this afternoon and sends it to the full Council with a <br /> favorable recommendation. <br /> Mr. John Stancati, Director, Water Works, 209 N. Main Street, South Bend, Indiana, <br /> made the presentation for this bill. <br /> Mr. Stancati advised that due to the inability of the Leak Insurance Fund to pay back the <br /> $260,000 to the Water Works General Fund by December 31, 2004, he is requesting to <br /> extend the pay back until December 31, 2005. Due to the age and deterioration of the <br /> City's water pipe system, the City experienced an unexpected need for repair and <br /> replacement of City water lines in recent years. This unexpected cost exceeded funds set <br /> aside and dedicated to such repair were held in Water Leak Insurance (#644.) The water <br /> user fee of$1.50 per month per user is the sole source of revenue for Fund#644 and was <br /> inadequate to cover the actual cost of water line repair/replacement in 2002-2003. The <br /> Water Leak Insurance Fund(#644) is capable of covering the costs of water pipe <br /> repair/replacement for 2004, but has no year-end surplus and thus will need to extend the <br /> pay back. <br /> This being the time heretofore set for the Public Hearing on the above bill, proponents <br /> and opponents were given an opportunity to be heard. <br /> There being no one present wishing to speak to the Council either in favor of or in <br /> opposition to this bill, Councilmember Varner made a motion for favorable <br /> recommendation to full Council concerning this bill. Councilmember Kelly seconded the <br /> motion which carried by a voice vote of nine (9) ayes. <br /> BILL NO. 85-04 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, APPROPRIATING$40,100 OF <br /> INDIANA DEVELOPMENT FINANCE <br /> AUTHORITY GRANT FUNDS WITHIN FUND <br /> 210 FOR THE PURPOSE OF ENVIRONMENTAL <br /> INVESTIGATION OF PROPERTY LOCATED <br /> AT 700 SOUTH FRANKLIN STREET IN SOUTH <br /> BEND, INDIANA <br /> Councilmember Varner made a motion to hear the substitute version of this bill. <br /> Councilmember Kuspa seconded the motion which carried by a voice vote of nine (9) <br /> ayes.
