PERSONNEL& FINANCE FEBRUARY 11, 2013 <br /> Committee Members Present: Dr. David Varner, Valerie Schey, Karen White <br /> Other Council Present: Tim Scott, Dr. Fred Ferlic, Oliver Davis, Gavin Ferlic, Derek Dieter <br /> Others Present: Murray Miller, Tony Fitts, Gary Gilot, Kareemah Fowler, Marty Wolfson, Mr. <br /> Shabazz, Glenda Rae Hernandez, George King, John Sanders <br /> Agenda: MBE/WBE—Utilization Board Participation Report <br /> Dr. Varner opened the P & F Committee meeting with one item on the agenda that being a progress <br /> report from the MBE/WBE Utilization Board. <br /> Tony Fitts, Chairperson of the Board of the MBW/WBE provided the report. He began by briefly <br /> summarizing their annual financial report filed last Nov. 12 with the City Clerk. Highlighting the years <br /> activity, Tony spoke of the hiring of a diversity compliance officer in the name of the Trinal Co. on 6/12/ <br /> They were to help the Board formulate policy and set goals. Finding only 24 certified minority business' in <br /> the area Trinal was to expand capacity while improving transparency and communication. To that end <br /> the first bid workshop was held in 12/12 with a focus on the upcoming curb &sidewalk program in 2013. <br /> Beyond that a certification workshop was planned for March of 2013 working with St. Mary's College. <br /> This was part of the utilization or outreach program the enabling ordinance called for. <br /> Dr. Varner asked about dollar thresholds for minority participation. Gary Gilot answered saying $250,000 <br /> for the state and $75,000 for the city. Oliver Davis asked how long it took to become certified. Gary said <br /> 3-4 months minimum. Karen White asked Tony if MBENVBE Board minutes were posted on line. He <br /> said, not yet. Karen also wanted to know steps being taken to encourage participation in the process. <br /> Tony responded saying they were going publicize workshops and specifically invite participation. Tim <br /> Scott said the dollar value of contracts won by the 24 certified firms should be tracked. <br /> Under miscellaneous, Valerie Schey said more economic development dollars would be directed to <br /> neighborhood businesses. <br /> There being no further business to come before the committee at this time, Chairperson Varner adjourned <br /> the meeting at 4:16 p.m. <br /> Respectfully Submitted, <br /> r.
