PERSONNEL& FINANCE March 11, 2013 <br /> 3:30 P.M. <br /> Committee Members Present: Dr. Varner, Valerie Schey, Karen White, Henry Davis <br /> Other Council Present: Tim Scott, Dr. Ferlic, Oliver Davis, Gavin Ferlic, Derek Dieter <br /> Citizen Members: Jack Smith <br /> Others Present: Mark Neal, Erin Blasko, Kyle Chamberlin, Kareemah Fowler,John Voorde, <br /> Kathy Cekanski-Farrand <br /> Agenda: Bill No. 13-23 -Approve 2 Scrap/Metal Licenses <br /> Organizational Meeting <br /> Dr. David Varner opened the Personnel & Finance Committee meeting with two items on <br /> agenda. The first bill 13-23, requests Council approval of two licenses for scrap metal dealers. <br /> These two applications were required to correct deficiencies in their applications as indicated <br /> by Code Enforcement and the SBFD. Kareemah Fowler, Manager of the Ordinance Violations <br /> Bureau accepts and checks compliance criteria of the applications. She recommended <br /> issuance. <br /> On a motion by Valerie Schey, seconded by Karen White and supported by all the bill was <br /> forwarded favorably. <br /> The second agenda item was the annual organizational meeting of the Personnel & Finance <br /> Committee. Dr. Varner began staring the overall goal was to develop a more understandable <br /> open and inclusive budget process. He thought this should begin by defining all funding <br /> sources, their projected amounts and allowable uses. <br /> Karen White said she would like to see an analysis of available TIF funds to include allocation by <br /> councilmanic district. <br /> Valerie Schey agreed, adding that more scrutiny of the Redevelopment Commission was <br /> needed. <br /> Henry Davis said priorities for the use of TIF funds needed to be developed. <br /> Tim Scott said priorities for the Medical TIF and the Airport TIF were needed as well. City <br /> Controller Mark Neal promised cooperation. <br />
