REGULAR MEETING NOVEMBER 8, 2004 Councilmember Kelly, Chairperson, Community and Economic Development Committee, reported that this committee met on this bill this afternoon and voted to send it to the full Council with a favorable recommendation. Ms. Judy Roschek, Community and Economic Development, 1200 County-City Building, South Bend, Indiana, made the presentation for this bill. Ms. Roschek advised that this bill will appropriate $10,000 from CDBG Program Income to cover cost of filing fees, lease commission and redemption of property at tax sale to protect the City's interest in home improvement loans previously made by the City. This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents were given an opportunity to be heard. There being no one present wishing to speak to the Council either in favor of or in opposition to this bill, Councilmember Varner made a motion for favorable recommendation to full Council concerning this bill. Councilmember Kelly seconded the motion which carried by a voice vote of nine (9) ayes. BILL NO. 74-04 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROPRIATING$595,571 WITHIN FUND 212, COMMUNITY DEVELOPMENT FUNDS,FOR THE PURPOSE OF DEFRAYING THE ADMINISTRATIVE COSTS OF THE DEPARTMENT OF COMMUNITY &ECONOMIC DEVELOPMENT Councilmember Kelly, Chairperson, Community and Economic Development Committee, reported that this committee met on this bill this afternoon and voted to send it to the full Council with a favorable recommendation. Mr. John Sellers , Community and Economic Development, 1200 County-City Building, South Bend, Indiana, made the presentation for this bill. Mr. Sellers advised that this bill would allow for the appropriation of$595,571 in 2005 projected income to the Department of Community and Economic Development from fees, interest income, and staff support contracts. These anticipated resources include staff contracts for several not-for-profits and administration of the federal HOME program. These revenues are consistent with the information on the Department's administrative budget.
