PUBLIC WORKS & PROPERTY VACATION <br />4.10 p.m. <br />March 11, 2013 <br />Committee Members Present: Oliver Davis, Dr. David Varner, Valerie Schey, Gavin Ferlic <br />Other Council Present: Tim Scott, Henry Davis, Dr. Fred Ferlic, Karen White, Derek Dieter <br />Others Present: Kathy Cekanski- Farrand, John Voorde <br />Agenda: Bill No. 08 -13 - Amend Code "Block Party" <br />Chairperson Oliver Davis opened Public Works & Property Vacation Committee (PW & PV) with <br />one bill 08 -13, up for consideration. The bill was primarily developed by and presented to <br />committee by council member Tim Scott. According to Tim the bill would simply amend the <br />code referencing "block party" permits by exempting non - profits (501 -C3) organizations from <br />the $50.00 permit filing fee. He left it would provide warranted relief to often challenged non- <br />profits. <br />A somewhat surprising albeit legitimate, dissension was expressed during council discussion. <br />Dr. Ferlic and Henry Davis both opposed any exemptions. David Varner questioned why <br />information on permits granted in past years was not kept by the Finance Department. The City <br />Clerk said his office would maintain a file from now on. Valerie Schey wondered if the <br />exemption applied to "special events" as defined in the code, Tim said it did not. <br />Finally Valerie Schey moved to send favorably. Gavin Ferlic second and the committee <br />unanimously agreed. <br />Oliver Davis adjourned the meeting at 4:26 p.m. <br />Respectfully Submitted, <br />& Property Vacation Committee <br />
