NEW BUSINESS (Cont.) <br />a. continued... <br />Mr. Nussbaum noted that the decision on how to expand the <br />stadium was made based on a desire to maintain the <br />integrity of this beautiful facility and the desire to <br />ensure that no tax dollars would be used to finance the <br />expansion. We believe the increased revenues generated by <br />the expansion would provide the ability to finance it <br />without the Commission having to levy a tax to pay for the <br />expansion. <br />Mrs. Kolata noted that the Redevelopment Commission will be <br />considering a similar resolution at their meeting this <br />morning. We expect the financing would be a lease/purchase <br />bond similar to the one used to refinance the present <br />stadium and the Commission would be the lessee. The South <br />Bend Common Council would have to approve the lease. That <br />is why all three bodies need to approve the action. <br />Upon a motion by Mr. Fewell, seconded by Mr. Gammage and <br />unanimously carried, the Authority approved Resolution <br />No.34 expressing its intent to expand Stanley Coveleski <br />. Regional Stadium for the purpose of bringing a Triple-A <br />franchise to the City of South Bend. <br />b. Authority annrnval rarnicctcA fr.r vee+..i„~;...,. wTr. -~c <br />Relocations Assistance and Real Property Acquisitions <br />Policies Act of 1970 (42 U S C Sec 4601-4655) and <br />ratifvinct actions taken pursuant thereto. <br />Mrs. Kolata noted that state law provides requirements for <br />relocation under all non federal sources of funds. The <br />Federal Uniform Relocation and Property Acquisition Act <br />applies to projects where federal funds are used. Its <br />relocation requirements are different from the state <br />requirements and are generally more generous. State law <br />allows us to choose to follow .federal law for all <br />projects. The staff feels that there should be consistency <br />in all our relocation efforts and wishes to follow federal <br />law in all relocations, regardless of the source of funds. <br />Upon a motion by Mr. Gammage, seconded by Mr. Fewell and <br />unanimously carried, the Authority approved Resolution No. <br />35 declaring its intent to comply with the Federal Uniform <br />Relocations Assistance and Real Property Acquisitions <br />Policies Act of 1970 (42 U.S.C. Sec. 4601-4655) and <br />• ratifying actions taken pursuant thereto. <br />-4- <br />
