INTER-OFFICE MEMORANDUM DEPARTMENT OF PUBLIC WORKS DIVISION OF ENVIRONMENTAL SERVICES TO: Board of Public Works Theresa Heffner, Clerk FROM: Leslie Biek, P.E., Assistant City Engineer SUBJECT: PSA with American Structurepoint for Market District Planning PN 123-053 DATE: February 13, 2023 Last year, the City received the RAISE grant for the planning and preliminary engineering services for projects aimed at the removal of the freeway-like ramps and the introduction of interconnected multimodal streets in the Market District Area as outlined in the South Bend Market District Study done in 2022. The City has selected American Structurepoint based on proposals received for the project. The scope includes planning, survey, preliminary environmental, and preliminary engineering for priority projects in the district. This agreement is expected to take 27 months to complete these services. The grant will reimburse the City 80% of the contract costs. The City’s 20% will come from REDA TIF and the remainder that will be reimbursed with federal funds will come from RW TIF. It is requested the Board of Public Works approve the professional service agreement with American Structurepoint for the preliminary engineering services for the Market District project for a contract cost of $2,944,112.00. Project Location
