REGULAR MEETING April 10,2023 <br /> 12-23 PUBLIC HEARING ON AN ORDINANCE OF THE COMMON <br /> COUNCIL OF THE CITY OF THE SOUTH BEND, INDIANA, <br /> APPROVING A PETITION OF THE ADVISORY BOARD OF ZONING <br /> APPEALS FOR THE PROPERTY LOCATED AT 439 DUNDEE <br /> STREET, COUNCILMANIC DISTRICT NO. 6 IN THE CITY OF <br /> SOUTH BEND, INDIANA <br /> Councilmember Lori Hamann stated that Bill No. 12-23 was heard in the board of Zoning and <br /> Annexation meeting and comes to the committee of the whole with a favorable recommendation. <br /> Angela Smith, Zoning Administrator, with offices located on the 14th floor of this building. <br /> Property at 439 Dundee Street, the petitioner Redline Properties, LLC wants to allow for a <br /> duplex. There are two (2) front doors, and it is a single-family home. This is a special exception <br /> to make it duplex. This comes from The Board of Zoning Appeals with a favorable <br /> recommendation. <br /> Petitioner, DeCarlo Redding, with Redline Property, 328 South Eddy Street South Bend IN <br /> 46601. He wants to update and revitalize the property. <br /> Council Vice President Sheila Niezgodski asked of the correct address 1143 E. Ireland Rd, as <br /> that is the BMV. Petitioner stated they use a virtual address which is currently Staples. <br /> Council Vice President asked the petitioner, DeCarlo Redding if he will be managing the <br /> properties, or will he fix them up and flip them? He stated that he will manage the properties. <br /> Council Vice President Sheila Niezgodski made a motion to send Bill No. 12-23 to the council <br /> with a favorable recommendation. The motion was seconded by Councilmember Rachel Tomas <br /> Morgan. COUNCILMANIC DISTRICT NO. 3 IN THE CITY OF SOUTH <br /> BEND, INDIANA <br /> Councilmember Lori Hamann stated that Bill No. 13-23 was heard in the board of Zoning and <br /> Annexation Committee meeting and comes to the Committee of the Whole with a favorable <br /> recommendation. <br /> Angela Smith, Zoning Administrator, with offices located on the 14th floor of this building. <br /> Property is 1602 S. Michigan St. Petitioner needs a special exception for this property for group <br /> residence. It was built as a large single-family home and has multiple units. When there are more <br /> than two (2) unrelated individuals there, or families, a duplex exception can be used. This is <br /> along a commercial corridor, it will prevent a vacant building from existing, and is zoned for <br /> multi-family. This comes from the Board of Zoning Appeals with a favorable recommendation. <br /> Petitioner, Clara Ross, 726 Cushing Street South Bend IN 46616. She is the founder of Homes <br /> for Tracy, IMC. She wants to transform this into a transitional facility. Women will have to pay to <br /> live there, work on credit, and life skills. They will learn to be self-sufficient. <br />
