Michael L, Vance
Director, Administration and
Finance
CITY of SOUTH BEND
ROGER O. PARENT, Mayor
COUNTY -CITY BUILDING SOUTH BEND, INDIANA 48801
July 16, 1984
Mrs. Beverlie Beck
Common Council President
4th Floor County -City Bldg.
South Bend, IN 46601
Dear Council President Beck:
219/284.9483
I have filed the enclosed ordinance for first reading of
the July 23, 1984 Council meeting. This ordinance upon passage
will amend the existing monthly parking rates for the Colfax and
Jefferson Street Parking Garages. The Board of Public Works
passed this ordinance in the form of Resolution 15 -1984 at their
meeting Monday, July 16, 1984. Currently the Colfax Garage has a
monthly parking fee of $30.00 per month. The Jefferson Street
Parking Garage has a monthly fee of $35.00 per month. This
ordinance while leaving all current, individual, hourly, daily and
monthly fees intact, will enable us to negotiate volume discount
rates based on a range of vehicles as laid out in Section IV of
the ordinance. For 5 through 19 vehicles we will charge $27.00 a
month, 20 through 49 vehicles, $24.00 per month, 50 through 99
vehicles, $20.00 per month, and 100 vehicles and over, $15.00 each
per month.
The filing of this ordinance allows us to address several
inquirers we have had recently reference volume parking contracts
in the Colfax Garage. Currently Memorial Hospital has requested
125 to 200 parking places for a period of about 2 years in the
Colfax Garage. These spaces will allow them to provide parking
for parking lost due to construction and expansion of Memorial
Hospital. At the same time we have had inquiries from several
other potential customers based on volume use of the garage in the
range of under 50 cars. I believe volume discounted charges are
equitable and fair because I will only have to issue 1 bill per
month, whether it be for 5 people or for 100 people, as opposed to
individual statements. As that savings represents a lower cost
for me, it seems reasonable to pass on a portion of it to the
user.
