The captions or headings of this <br />Ordinance are for convenience only and in no way define, limit or <br />describe the scope or intent of any provision of this Ordinance. <br />PROVISIONS IN CONFLICT SUPERSEDED <br />Section 20. All other ordinances, resolutions and <br />orders, or parts thereof, in conflict with the provisions of this <br />Ordinance are, to the extent of such conflict, hereby super- <br />seded. This Ordinance shall be in full force and effect upon its <br />adoption. <br />APPROVAL <br />Section 21.
