<br />Captain Dave Hecklinski, Training Division, South Bend Police Department, submitted to the Board 
<br />a written Quarterly Report for Specialized Training for the period of October, November, and 
<br />December 2012. The report indicated the specialized training attended; the names of the officers 
<br />who attended; and the costs involved. Chief Ronald Teachman stated that beyond the report, he 
<br />would like to inform the Board that training will be his priority as the new Chief. He stated the 
<br />Police Department will focus on training of first line supervisors, which has not been done in the 
<br />past; expanding training to low cost or no cost, online and webinar training; and working with other 
<br />departments such as the Prosecutor's Office to utilize their resources for training. There being no 
<br />questions concerning this report, the Quarterly Report for Specialized Training as submitted was 
<br />accepted and filed. 
<br />FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — JANUARY 2013 
<br />Police Chief Ronald Teachman stated the process of filing Monthly Reports will continue, but he has 
<br />some concerns about the future reporting. He noted what these reports reflect is sometimes not what 
<br />is actually happening in our community, but what is being reported to the Police Department. In 
<br />certain crimes, he added, what is reported is consistent with what has happened, such as in murder. 
<br />In sexual assault cases, often it is just what is reported that is being shown, not the actual number of 
<br />cases of sexual assault; many go unreported. In his former position as Chief of Police in another City, 
<br />Chief Teachman explained, they worked closely with women's centers and developed programs to 
<br />help victims of sexual assault come forth and report the crimes. He stated he is hoping to work on a 
<br />similar program, adding more female Police officers to work with female victims, but he noted this 
<br />may result in an increase in crime statistics due to increased reporting. Mr. Cottrell indicated that 
<br />unless there were questions or objections by members of the Board, the statistical analysis report for 
<br />the month of January, 2013, as submitted by the Police Department, would be accepted for filing. 
<br />There being no objections, the following report was accepted for filing: 
<br />APPROVE FINDINGS OF FACT — CHARGES NO. 2013 -02 — JEFF MCKEE 
<br />On January 9, 2013, former Police Chief Charles Hurley filed disciplinary Charges against South 
<br />Bend Police Officer Jeff McKee, pursuant to I.C. 36-8-3-4. On January 18, 2013, Patrolman McKee 
<br />accepted his charges and did not request a Hearing of the Board. Therefore, the Board is now 
<br />presenting its Findings of Fact regarding the Charges, for approval. Upon a motion by Mr. Miller, 
<br />seconded by Mr. Collins and carried, the Findings of Fact were accepted and the Board of Public 
<br />Safety found that for his actions, Officer Jeff McKee shall be suspended from the South Bend Police 
<br />Department for twenty-one (21) consecutive calendar days without pay, with a starting date to be 
<br />determined by Police Chief Teachman.
