PARENT, Mayor <br /> COUNTY-CITY BUILDING SOUTH BEND, INDIANA 46601 <br /> � ll <br /> OFFICE OF THE MAYOR <br /> AREA 219 284-9261 <br /> June 19, 1985 <br /> Members of the City Council <br /> City of South Bend <br /> 400 County-City Building <br /> South Bend, Indiana 46601 <br /> Dear Council Members : <br /> The amendments to the Salary and Deputy Mayor Ordinances <br /> reflect an attempt on my part to substitute the Deputy Mayor <br /> position for the Mayor's Administrative Assistant position. The <br /> amendment to the ordinance establishing the Deputy Mayor <br /> position clarifies the responsibilities and functions of that <br /> position. <br /> Several goals will be accomplished by this minor <br /> reorganization. Contacts with federal and state officials can <br /> be more efficient and productive with the assistance of a <br /> fulltime Deputy Mayor. Extensive efforts in this area will be <br /> required as the debate continues over federal and state <br /> reductions in aid to municipalities. Second, numerous City <br /> issues can only be addressed through the efforts of several <br /> executive departments. Effective coordination of Department <br /> Heads, already done to some extent by Mr. Craig Hartzer, is <br /> extremely important for administrative purposes. Additionally, <br /> a fulltime Deputy Mayor will also enhance City representation at <br /> the numerous public functions, professional meetings and <br /> relations with other municipalities required of the office of <br /> the Mayor. <br /> The position of Deputy Mayor will, for community as well as <br /> administrative reasons, effect better coordination among top <br /> City officials required for the delivery of quality services. I <br /> recommend that the salary of the Deputy Mayor position be set at <br /> $36,000, which is the lowest level proposed for City Department <br /> Heads.
