Proposal for City of South Bend - Our Lady of Hungary PROJECT UNDERSTANDING & APPROACH PROJECT UNDERSTANDING Our Lady of Hungary School, located on Calvert Street, sits in the heart of the Rum Village neighborhood in the City of South Bend. The project area bounded by Indiana on the north, Lafayette Boulevard on the east, Ewing Avenue on the south and Olive Street on the west lies southwest of downtown. The area is bounded (along Ewing Ave.) by the Rum Village Park on the south that includes a nature center, mountain bike trails, rope course and a Frisbee golf course. This park serves not only the elementary students of the Our Lady of Hungary School but also offers all residents of South Bend a taste of nature within the City limits. The park serves as a destination for the students for after-school activities and a place for the local families to enjoy outdoor recreation within the City. The project area has significant vertical relief from Ewing Avenue north to Indiana Avenue making ADA compliant pedestrian access a challenge in some areas. The neighborhood also offers Walker Field Park that is utilized for many little league and tee ball teams throughout the area. Lying just a couple blocks away from the school sits the newly renovated US Armed Forces Reserve Center. In addition, the area is transected by Indiana SR23 (SW to NE) that connects the neighborhood to the downtown and areas beyond. PROJECT APPROACH We have tailored our scope of services based on the requirements of the RFP, our first hand experience with the design of SRTS projects, and our extensive history and experience working in the City of South Bend and with INDOT. Abonmarche’s team is creative, innovative, and most of all very experienced with all aspects of INDOT construction projects. Our Project Manager, Rob Nichols, brings his extensive knowledge of construction on INDOT projects as a contractor now to the inspection side. He managed the successful completion of the Olive and Sample Street Overpasses, IR-30143 US 31 Connection on the south side of South Bend, the 2 Way Downtown Street Conversion project, and the Riverside Trail Project along the river NW of downtown South Bend. His in-depth experience of the INDOT process and public works construction will be invaluable in administering and providing oversight on these inspection projects. PROJECT INITIATION AND PRE-CONSTRUCTION Prior to initiating a kick-off meeting with the City of South Bend our Project Manager and INDOT certified construction inspection staff will do a thorough review of the bidding documents (plans and specifications) and pair it with a detailed site visit of the project area. After our review of the site, we will coordinate an inspection kick-off meeting with the City to discuss all aspects of the project prior to having a pre-construction meeting. We will use this meeting as a chance to discuss any potential subjects pertinent to the construction so that they may be addressed at the pre-construction meeting. Only then will be schedule the pre-construction meeting with all required parties for commencement of construction. We expect to have a pre-construction meeting within two weeks of the Notice to Proceed of the Construction contract. CONSTRUCTION PHASE Upon commencement of construction Abonmarche and McCormick Engineering will monitor, as necessary, the contract with a full-time Resident Project Inspector (RPR). Depending on the controlling operations of the construction other full-time inspectors may be added. In addition to the Inspector(s) the RPR will oversee and be available to answer any questions or issues that may arise during the regular course of daily construction. And overseeing the entire inspection contract will be the Project Manager. He will guarantee overall contract compliance and ensure a more than adequate amount of inspection and documentation is always taking place during construction. He will also provide the final QA/QC effort for all construction documentation generated for the project. If disputes with contract documents arise during the course of construction Abonmarche will ensure that all change order requests, and other such disputes are handled per INDOT’s very clear and structured process. This process, when followed and administered correctly, will ensure contract compliance per all INDOT and FHWA requirements. This process protects the LPA and ensures that the contract is delivered in accordance with all requirements – Local, State and Federal. 8
