Proposal for City of South Bend - Muessel Primary/Holy Cross <br />PROJECT UNDERSTANDING & APPROACH <br />PROJECT UNDERSTANDING <br />Muessel Elementary School and Holy Cross School lie in the Near Northwest Neighborhood northwest of <br />downtown South Bend. The project area is bounded by LWW on the south, Allen Street to the east, Vasser <br />Street to the north and Wilber on the west. The neighborhood is well connected regionally with the newly <br />constructed Coal Line Trail that makes it way (currently) from LWW all the way to the University of Notre <br />Dame along the former rail spur used to deliver coal to the power plant at Notre Dame. There is a dedicated <br />bike lane and pedestrian paths along Lincolnway West on the south that connect the downtown and all <br />neighborhoods along LWW to the South bend International Airport. East of this neighborhood is the locally <br />well-known Riverside Trail that follows the St. Joseph River all the way from Niles, Michigan east to Elkhart and <br />beyond. <br />These regional trails highlight the importance of accessible and safe pedestrian access for all students and <br />residents within these project limits. Not only will the project allow access to the schools and parks in the area, <br />it will also allow the opportunity for all residents an accessible route to the regional trail systems that connect <br />to the other areas of South Bend and beyond. Abonmarche Consultants is intimately familiar with the City of <br />South Bend’s vision for safe and accessible routes for mutlitmodal transportation. We recently designed the <br />newly constructed Lincolnway West Streetscape projects that provide the first dedicated separate bike and <br />pedestrian paths, within the City, adjacent to Lincolnway West. <br />PROJECT APPROACH <br />We have tailored our scope of services based on the requirements of the RFP, our first hand experience with <br />the design of SRST projects, and our extensive history and experience working in the City of South Bend and <br />with INDOT. Abonmarche’s team is creative, innovative, and most of all very experienced with all aspects of <br />INDOT construction projects. Our Project Manager, Rob Nichols, brings his extensive knowledge of construction <br />on INDOT projects as a contractor now to the inspection side. He managed the successful completion of <br />the Olive and Sample Street Overpasses, IR-30143 US 31 Connection on the south side of South Bend, the 2 <br />Way Downtown Street Conversion project, and the Riverside Trail Project along the river NW of downtown <br />South Bend. His in-depth experience of the INDOT process and public works construction will be invaluable in <br />administering and providing oversight on these inspection projects. <br />PROJECT INITIATION AND PRE-CONSTRUCTION <br />Prior to initiating a kick-off meeting with the City of South Bend our Project Manager and INDOT certified <br />construction inspection staff will do a thorough review of the bidding documents (plans and specifications) and <br />pair it with a detailed site visit of the project area. <br />After our review of the site, we will coordinate an inspection kick-off meeting with the City to discuss all aspects <br />of the project prior to having a pre-construction meeting. We will use this meeting as a chance to discuss <br />any potential subjects pertinent to the construction so that they may be addressed at the pre-construction <br />meeting. Only then will be schedule the pre-construction meeting with all required parties for commencement <br />of construction. We expect to have a pre-construction meeting within two weeks of the Notice to Proceed of <br />the Construction contract. <br />CONSTRUCTION PHASE <br />Upon commencement of construction Abonmarche and McCormick Engineering will monitor, as necessary, <br />the contract with a full-time Resident Project Inspector (RPR). Depending on the controlling operations of the <br />construction other full-time inspectors may be added. In addition to the Inspector(s) the RPR will oversee and <br />be available to answer any questions or issues that may arise during the regular course of daily construction. <br />And overseeing the entire inspection contract will be the Project Manager. He will guarantee overall contract <br />compliance and ensure a more than adequate amount of inspection and documentation is always taking <br />place during construction. He will also provide the final QA/QC effort for all construction documentation <br />generated for the project. If disputes with contract documents arise during the course of construction <br />Abonmarche will ensure that all change order requests, and other such disputes are handled per INDOT’s very <br />8
