STAFF REPORT <br /> CARL A. HOLSTEIN TRUST #968-85 August 8, 1985 <br /> 913 S. Twyckenham, South Bend <br /> REQUESTED ACTION: The petitioners are requesting a zone change from <br /> "A" Residential, "A" Height and Area to "B" <br /> Residential, "A" Height and Area to allow for both <br /> a dental oftice and a business office. <br /> EXISTING LAND USE: The property contains a dental office. <br /> SURROUNDING LAND USE AND ZONING: Located to the north is a home and parking area <br /> zoned "C" Commercial ; to the east across <br /> Twyckenham Drive, to the south and to the west are <br /> single-family homes all zoned "A" Residential. <br /> ACCESS: Access to the site is from Twyckenham Drive and <br /> Mishawaka Avenue via two alleys. <br /> DRAINAGE: The drainage has not been addressed by the <br /> petitioner. <br /> DATA: The total site to be rezoned is 5,017 square feet. <br /> Of that, the building occupies 2,004 square feet <br /> or 39.9% of the site; the parking occupies 1,230 <br /> square feet or 24.5% of the site; and 1,738.5 <br /> square feet or 35.5% of the site is open space. <br /> SITE PLAN: The site plan is preliminary. <br /> AGENCY COMMENTS: The City Engineer noted that storm water drainage <br /> needs to be addressed, and that the alleys from <br /> the parking area to the streets must be paved. <br /> The City Building Department noted that eight <br /> parking spaces are required, but only five <br /> are provided, and that a screen height of 6' <br /> must be provided along the south property <br /> line. It was further noted that: "If this <br /> structure is going to be used for <br /> apprenticeship training in addition to <br /> offices, then the eight parking spaces are <br /> insufficient". <br />
