APPENDIX "A" <br />BASIC SERVICES BY ENGINEER <br />A. The ENGINEER shall provide the services of qualified professionals to perform <br />Right of Way Acquisition Services including title abstracting, appraisal problem <br />analysis, appraisal, appraisal review, negotiation, acquisition coordination, <br />closing, recording and relocation services for eleven (11) parcels of right of way <br />to be acquired from existing residential properties along Fellows Street in the City <br />of South Bend, Indiana. <br />B. The ENGINEER shall engage a Subconsultant to provide preliminary title <br />abstracting for each parcel from which right of way is to be acquired. Title <br />abstracting shall also include supplemental title updates following acquisition of <br />right of way for verification of title information prior to submitting secured parcels <br />to the City of South Bend for processing of payment. <br />C. The ENGINEER shall engage a Subconsultant to prepare and provide appraisal <br />problem analysis to determine the type and scope of appraisal to be prepared for <br />each parcel to be acquired. <br />D. The ENGINEER shall engage a Subconsultant to prepare and provide appraisals <br />in accordance with the appraisal problem analysis, or as modified during <br />appraisal development, for each parcel to be acquired. <br />E. The ENGINEER shall engage a Subconsultant to provide appraisal review <br />services for each completed appraisal. The appraisal review shall include <br />completion of review documentation and recommendation of just compensation. <br />F. The ENGINEER shall provide negotiation, acquisition coordination and closing <br />services including the following activities: <br />1. Provide completed appraisal problem analyses, appraisals, appraisal <br />reviews and just compensation recommendation forms for review and <br />authorization by the OWNER prior to initiation of negotiation activities. <br />2. In accordance with right of way engineering documents to be provided by <br />the OWNER, appraisal, appraisal review and OWNER - approved <br />recommendation of just compensation forms, the ENGINEER shall <br />prepare preliminary offer and conveyance documents and submit to the <br />OWNER's designated representative for review and approval prior to <br />commencing negotiations with each property owner. <br />3.
