South Side Development Area (1) continued... parcels that require land transfers are in the name of the Board of Public Works (BPW) and because the BPW is serving as the acquisition agent for the project, the amendment must also be approved in final form by the BPW. The final form of this agreement is a win for all parties involved and staff requires approval of this amendment. Ms. Schey asked, based on rumors, whether there would be a roundabout built in this location on State Road 31. Mr. Schalliol responded that there will not be one built. Upon a motion by Mr. Alford, seconded by Mr. Varner and unanimously carried, the Commission approved the Amendment to Accepted Counter -Offer with Caroline Partners/ Gates Realty. (2) Staff report on Fellows Street progress. Mr. Kain noted that the Fellows St. project as approved by the Redevelopment Commission on November 21, 2012, is currently in design phase. Christopher Burke Engineering has completed an initial design of the intersection which adds a left turn lane to Fellows, North of Ireland Road. The right -of -way acquisitions to implement this design will include one full residential property acquisition and several partial acquisitions. Additionally, Cardno JFNew was contracted by the Redevelopment Commission to study the drainage issues and to design cost effective sustainable solutions to the neighborhood concern. The consultants have completed their initial study and provided solutions that utilize permeable pavers and swales to address the drainage issues on Fellows. A public meeting will be organized in coming weeks to provide this information to the neighbors. The following is a list of anticipated costs for the intersection design and drainage solution: Description of Expense Amount Intersection Improvement (including property acquisitions) 622,000 Drainage Solution 200,00 Right-of-Way Acquisition Fees, Misc 25,000 TOTAL 847,000 Mr. Varner asked with the new plan, will everyone get a curb and/or a sidewalk. Mr. Kam responded that the plan is to have curbs and sidewalks from Walker south to the Ireland. E. Northeast Neighborhood Development Area There was no business in the Northeast Neighborhood Development Area. 12
