South Side Development Area <br />(1) continued... <br />parcels that require land transfers are in the name of the Board of Public Works (BPW) and <br />because the BPW is serving as the acquisition agent for the project, the amendment must <br />also be approved in final form by the BPW. The final form of this agreement is a win for all <br />parties involved and staff requires approval of this amendment. <br />Ms. Schey asked, based on rumors, whether there would be a roundabout built in this <br />location on State Road 31. Mr. Schalliol responded that there will not be one built. <br />Upon a motion by Mr. Alford, seconded by Mr. Varner and unanimously carried, the <br />Commission approved the Amendment to Accepted Counter -Offer with Caroline Partners/ <br />Gates Realty. <br />(2) Staff report on Fellows Street progress. <br />Mr. Kain noted that the Fellows St. project as approved by the Redevelopment Commission <br />on November 21, 2012, is currently in design phase. Christopher Burke Engineering has <br />completed an initial design of the intersection which adds a left turn lane to Fellows, North <br />of Ireland Road. The right -of -way acquisitions to implement this design will include one <br />full residential property acquisition and several partial acquisitions. <br />Additionally, Cardno JFNew was contracted by the Redevelopment Commission to study <br />the drainage issues and to design cost effective sustainable solutions to the neighborhood <br />concern. The consultants have completed their initial study and provided solutions that <br />utilize permeable pavers and swales to address the drainage issues on Fellows. Mr. Kam <br />responded that the plan is to have curbs and sidewalks from Walker south to the Ireland. <br />E.
