TAYLOR November 22 , 1985 <br /> Fire Chief <br /> Members of the Common Council <br /> 440 County-City Building <br /> South Bend, IN 46601 <br /> Dear Council Members: <br /> The Fire Department proposes to amend the ordinance regulating <br /> ambulance and medical user fees, effective January 1st, 1986 . <br /> This proposal is based upon the requirement for an annual review <br /> of user fees. <br /> The proposed new fees begin to reflect, more accurately, the cost <br /> of providing ambulance and paramedic services . A major consider- <br /> ation in establishing these new fees is the charges allowed and <br /> payable by health insurance policies like Medicare, Medicaid and <br /> supplemental insurance for our ambulance services , while minimiz- <br /> ing any additional out-of-pocket expenses to the citizens of South <br /> Bend. <br /> Two of the new proposed charges are unrelated to health insurance <br /> policies for ambulance services . The non-transport fee is intended <br /> to defray some of the expenses incurred by the Fire Department for <br /> responding to emergency calls, providing emergency services , but not <br /> transporting the recipient of these services at the individual ' s <br /> request. Normally, emergency medical service runs have not been <br /> billed unless transportation was provided to an area hospital . The <br /> non-resident fee is for emergency medical services provided to indi- <br /> viduals who do not live in the City of South Bend. <br /> The proposed new rates for 1986 reflect our concern to hold down <br /> out-of-pocket expenses to the citizens while, at the same time, <br /> reducing the gap between the expenses and revenues associated with <br /> providing ambulance and paramedic services . <br /> Please contact me if you need further information or have any questions . <br /> Sincerely, <br /> titik5:2_x_. --....r* <br /> Luther Taylor <br /> Fire Chief <br /> LT/vm <br /> I <br /> 1 <br />
