RESOLUTION NO. <br /> RESOLUTION OF THE SOUTH BEND ECONOMIC DEVELOPMENT <br /> COMMISSION DECLARING A CERTAIN AREA OF THE CITY OF <br /> SOUTH BEND TO BE ECONOMIC DEVELOPMENT TARGET <br /> AREAS. <br /> WHEREAS, I.C. 36-7-12 has been amended by the Indiana General <br /> Assembly to provide for the designation of specific geographic areas <br /> in the City of South Bend to be Economic Development Target Areas; <br /> and <br /> WHEREAS, I.C. 36-7-12-38 requires the favorable recommendation <br /> by the Economic Development Commission to designate certain <br /> geographic territories in the City of South Bend as Economic <br /> Development Target Areas; and <br /> WHEREAS, the geographic territory of the City of South Bend <br /> described below (Area) qualifies as an Economic Development Target <br /> Area because it has become undesirable or impossible for normal <br /> development and occupancy because of a lack of development, <br /> cessation of growth and deterioration of improvements; and <br /> WHEREAS, the South Bend Economic Development Commission finds <br /> the designation of the Area as an Economic Development Target Area <br /> to be of economic benefit to the City of South Bend and its <br /> citizens. <br /> IT IS HEREBY RESOLVED by the South Bend Economic Development <br /> Commission that pursuant to I .C. 36-7-12-38 the following specific <br /> geographic territory of the City of South Bend be declared an <br /> Economic Development Target Area: <br /> Two parcels of land being parts of the City of <br /> South Bend, Portage Township, St. Joseph County, <br /> Indiana, and being more particularly described as <br /> follows, viz: <br /> Beginning at the intersection of the southeasterly <br /> right-of-way line of the Chicago, Indiana, and <br /> Southern Railroad and the first alley north of <br /> Lincolnway West, extended, in said City; thence <br /> Southeasterly, South and East along said alley, <br /> including Lot 11 of the Augustine Addition, to its <br /> intersection with the centerline of Blaine Avenue; <br /> thence South along said centerline to its <br /> intersection with the centerline of Lindsey <br /> Avenue; thence East along said centerline to its <br /> intersection with the centerline of Allen Street; <br /> thence South along said centerline to its <br /> intersection with the first alley north of <br /> Lincolnway West; thence South and East along said <br /> alley to its intersection with the centerline of <br /> Cushing Street; thence South along said centerline <br /> to its intersection with the south boundary of <br /> Jas. Kent's. Subdivision of Bank Out Lot 114 and <br /> part of 113; thence Northeasterly along said <br /> boundary and continuing along the south boundary <br /> of Burrough's Subdivision of Out Lot 115 to its <br /> intersection with the first alley west of Portage <br /> Avenue; thence Northwesterly along said alley, <br />
