ORDINANCE NO. 73-95.- S4 <br /> ORDINANCE AMENDING CHAPTER TWO, ARTICLE 13 OF <br /> THE SOUTH BEND MUNICIPAL CODE BY ADDING AN <br /> ADDITIONAL ECONOMIC DEVELOPMENT TARGET AREA <br /> THERETO <br /> STATEMENT OF PURPOSE AND INTENT: <br /> The 1983 Indiana General Assembly amended I .C. 36-7-12 to <br /> provide at I.C. 36-7-12-38 for the designation of economic <br /> development target areas by the Common Council upon favorable <br /> recommendation of the Economic Development Commission. The South <br /> Bend Economic Development Commission has recommended favorably the <br /> designation of the geographic territory of the City of South Bend <br /> described below (Area) as an Economic Development Target Area. <br /> NOW THEREFORE, BE IT ORDAINED BY THE SOUTH BEND COMMON COUNCIL, <br /> as follows: <br /> SECTION I. The Common Council finds the designation of said <br /> Area as an Economic Development Target Area to be of economic <br /> benefit to the City of South Bend and its citizens. <br /> SECTION II. The Common Council finds that the Area qualifies <br /> as an Economic Development Target Area because it has become <br /> undesirable or impossible for normal development and occupancy <br /> because of a lack of development, cessation of growth and <br /> deterioration of improvements. <br /> SECTION III. Chapter 2 , Article 13, of the South Bend Municipal <br /> Code shall be amended to add a new subsection (f ) , which shall read <br /> as follows: <br /> Two parcels of land being parts of the City of <br /> South Bend, Portage Township, St . Joseph County, <br /> Indiana, and being more particularly described as <br /> follows, viz: <br /> Beginning at the intersection of the southeasterly <br /> right-of-way line of the Chicago, Indiana, and <br /> Southern Railroad and the first alley north of <br /> Lincolnway West, extended, in said City; thence <br /> Southeasterly, South and East along said alley, <br /> including Lot 11 of the Augustine Addition, to its <br /> intersection with the centerline of Blaine Avenue; <br /> thence South along said centerline to its <br /> intersection with the centerline of Lindsey <br /> Avenue; thence East along said centerline to its <br /> intersection with the centerline of Allen Street; <br /> thence South along said centerline to its <br /> intersection with the first alley north of <br /> Lincolnway West; thence South and East along said <br /> alley to its intersection with the centerline of <br /> Cushing Street; thence South along said centerline <br /> to its intersection with the south boundary of <br /> Jas. Kent's Subdivision of Bank Out Lot 114 and <br /> part of 113; thence Northeasterly along said <br /> boundary and continuing along the south boundary <br /> of Burrough' s Subdivision of Out Lot 115 to its <br /> intersection with the first alley west of Portage <br /> Ax7rnnc• thorr',=, cmi.a ll � <br />
