INTER-OFFICE MEMORANDUM
DEPARTMENT OF PUBLIC WORKS
DIVISION OF ENGINEERING
TO: Theresa Heffner, Clerk
Board of Public Works
FROM: Patrick Sherman
SUBJECT: MLK Dream Center GMP Amendment
Project Number 121-066. PR-00023681
DATE: 10/19/2023
On September 26th, 2023, the Construction Manager as Constructor for the MLK Dream Center
project, C. H. Garmong and Sons, opened 21 bids for the construction of the project during a
special meeting of the Board of Public Works. Garmong worked to evaluate all the bids received
and put them together in a package that included all the lowest responsive and responsible bids
to cover the whole project.
The project includes the construction of the new 40,000 sq/ft community center, parking lot,
playground, splashpad, outdoor restrooms, park pavilion, marketplace area, outdoor basketball
courts, and maintenance garage. It also includes a new streetscape along Linden Ave adjacent
to the property. There were 9 alternates included in the project and two are being rejected. We
are rejecting an alternate for solar panels, and the City will work with its sustainability team to
address those in a different way. We are also rejecting an alternate for a ninja warrior style
course as it did not fit in the budget, though we are hopeful that fundraising may be able to add
it at a later date.
The Department of Public Works recommends approving this contract amendment for C. H.
Garmong and Sons, as the Construction Manager, for a total of $24,497,885.00. The City has
budgeted appropriate funds within PROJ00000298.
Please call with any questions.
